Within the overall objective of promoting universal health coverage and strengthening health systems in Palestine, the main strategic objective related to this position is to strengthen primary healthcare in Palestine, while focusing on the family practice approach and in alignment with the National Health Strategy and the attainment of SDG-3.
1. Provide input to the work programme in primary healthcare strengthening in the occupied Palestinian Territory and assist the Health System Lead in the successful implementation of national health systems and primary healthcare policies.
2. Undertake research on the public health, health system, primary healthcare topics to facilitate the development and implementation of the health system strengthening and public health programmes and activities.
3. Draft, revise and further develop the national assessment and the national strategy of primary healthcare in Palestine and provide recommendations on a plan of action for improvement in the existing public health policies and health systems.
4. Draft, revise and further develop the public health and primary healthcare guidelines as needed.
5. Monitor work plans and budgets including resource mobilization for the work programme and follow up on the implementation of planned activities.
6. Conduct data analyses and information on best practices and partners’ experiences in implementing sustainable health systems with focus on primary healthcare.
7. Promote WHO policies, programmes and guidelines in health financing through analysis of health care financing strategies aimed at providing recommendations for improving health care financing.
8. Participate in capacity building in the area of primary health care strengthening.
9. Conduct a variety of community outreach activities concerning strengthening primary healthcare in Palestine.
10. Perform all other related duties as assigned.
Essential: A first university degree in Health (medicine or public health).
Desirable: An advanced university degree (Masters level or above in Health (medicine or public health).
Essential: At least five years’ experience in health systems strengthening with focus on primary healthcare, developing and policies/strategies that promote strengthening primary healthcare with international exposure.
Desirable: Demonstrated experience at the international level.Experience in one of the Eastern Mediterranean Region countries.
Knowledge of WHO’s policies, practices, guidelines and procedures in the related areas and ability to apply them in the country office setting.
•Ability to conduct research and analyze results, identify issues, formulate opinions, make conclusions and recommendations for strengthening health care systems.
•Proven knowledge of technical aspects in the field of specialty.
•Public speaking techniques.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3356 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
