United Nations Development Programme (UNDP), in coordination with United Nations Population Fund (UNFPA) in Sri Lanka, seeks to promote justice sector approach to addressing Sexual and Gender-Based Violence (SGBV) against women and girls, and gender minorities, by designing and implementing a dedicated project titled “Justice Defined – Ensuring Justice for Victim-Survivors of Sexual and Gender Based Violence in Sri Lanka”. The project envisions empowering women, girls, and gender minorities, including victim survivors of SGBV to access justice, and demand for better service delivery and to have a society free of SGBV.

The project strategizes its approach under three main pillars for implementation:

  • Pillar 1 is on enforcement and aims to enable increased agency, decision making and empowerment of victim survivors of SGBV, especially in marginalized, vulnerable, and fragile contexts, to access justice to redress SGBV and demand accountability from transformed and gender-responsive institutions.
  • Pillar 2 is on service provision and aims to enhance multi-sectoral coordinated and quality support services for victim survivors of SGBV to access justice and rebuild lives in a violence free environment.
  • Pillar 3 is on prevention and aims to enhance an environment of positive norms, attitudes, practices, and behaviors minimizing and preventing SGBV and advocacy for zero violence.

Overall, the proposed intervention aims at creating transformative change through increased empowerment and voice of women, girls, and gender minorities, including victim survivors of SGBV, to independently and collectively hold the justice process, service providers and larger society accountable for their absolute right to be free of SGBV.

The Project Manager – SGBV is expected to ensure overall leadership and management for the effective implementation of the project. The role is expected to ensure that the project meets its objective by supporting transformative processes at individual, community, and institutional levels in order to improve access to justice for victim- survivors of SGBV.

Against this backdrop, UNDP seeks to recruit a Project Manager who will be responsible for the management of the entire project.

The Project Manager will be responsible for day-to-day management of the Project, including timely and efficient delivery of operational, financial, and administrative outputs; in line with UNDP rules and regulations, regular outreach and coordination with beneficiaries; regular coordination among partners to ensure coherence and complementarity.

The Project Manager will work under the supervision of the Programme Analyst, Inclusive Governance Team.

Duties and Responsibilities:

The Project Manager will be responsible for day-to-day management of the Project including timely and efficient delivery of the operational, financial, and administrative outputs; in line with UNDP rules and regulations, regular outreach and coordination among partners to ensure coherence and complementarity.

Lead the overall management of the project:

  • Lead day-to-day management of the project, including managing programme staff, hiring, and overseeing external consultants, maintain working relations with key partners.
  • Ensure the project is implemented in line with its results framework and that activities contribute to the outcomes set for the project.
  • Direct the project’s implementation over the whole project period, including year-by-year progress to achievement of higher-level results.
  • Lead the development of annual workplans and/or revise workplans and budgets, in line with the overall project results framework.
  • As budget-holder, planning and leading the budget implementation year-on-year and over the whole project period (e.g. development of a spending plan etc.).

Ensure team collaboration and partnership:

  • Anchor the Project within UNDP’s SDG 16 Portfolio, as well as other teams at UNDP, and as well as close collaboration with UNFPA as a partner in the project, and secure programme team’s collaboration and agreement on priorities and work planning.
  • Actively engage the donor and similar partners in discussing and showcasing overall achievements, including communicating and bringing in the donor at key moments to witness project progress, achievements etc.
  • Critically assess and advise management and team of results and recommendations for improvement.

Ensure knowledge building and management:

  • Support Project team to collate insights and knowledge from implementation and share information widely.
  • Ensure wide dissemination and visibility of Project achievements, particularly regarding local success stories.
  • Support Team to get international experience and best practice from across UNDP globally.

Monitor and report on progress in implementing project activities and achieving the targets set.

  • Lead performance measurement through a finalized baseline, targets, and data collection as outlined in the results framework.
  • Develop and implement required monitoring exercises along the project.
  • Lead, prepare and submit reports as required by the project.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience:
Education:
  • Advanced university degree (Master´s degree or equivalent) in business administration or management, social science, law, gender studies, governance, or a related area is required.
  • A first-level university degree (bachelor’s degree) in business administration or management, social science, law, gender studies, governance or a related area in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master´s degree.

Experience:

  • Minimum 5 years (with a master’s degree) or 7 years (with a bachelor’s degree) of working experience in programme development and management in the context of development cooperation or a related area.
  • Experience working in project management is required.
  • Solid experience with project planning and implementation is preferred.
  • Experience in prevention of SGBV, gender work, RoL is an asset.
  • Prior work experience with a UN entity or development organization will be an added advantage.
  • Experience with good communication and coordination skills is an asset.

Required Languages:

  • Fluency in Sinhala and/or Tamil and English is required.
