Office/Unit/Project Description

With the EUROELECT-H Project: Support the Electoral Cycle in Honduras for Transparent and Peaceful Elections”, UNDP Honduras seeks to improve the efficiency and credibility of the electoral system in the country, in addition to increasing citizen participation.

This project focuses on inclusion, accountability, and conflict prevention, promoting the participation of groups traditionally discriminated against in Honduran society.

Specifically, EUROELECT-H will implement a series of activities aimed at strengthening the institutional capacities of electoral bodies, improving transparency mechanisms and promoting a culture of peace and dialogue among the various political and social actors.

Through trainings, awareness-raising campaigns and strategic partnerships with civil society, the project aims to create a more inclusive and democratic electoral environment, ensuring that all voices are heard and respected in the electoral process. 

In this context, UNDP is looking to hire a professional in Communications and External Relations Analyst to support the implementation of the EUROELECT-H Project and ensure effective communication and engagement with stakeholders.

The Analyst will be responsible for developing and executing a comprehensive communication strategy that highlights the project’s achievements and promotes its goals.

The objective is to enhance the visibility and impact of the project, thereby contributing to a transparent, inclusive, and peaceful electoral process in Honduras.

Scope of Work

Under the direct supervision of the CTA Elections, will provide technical assistance to the National Electoral Council (CNE), Electoral Justice Tribunal (TJE) and the office in charge of political party/candidate oversight (UFTF) on all substantial and operational matters pertaining to external communications and relations.

S/he will also coordinate the communication requirements of the electoral project (EUROELECT-H) in support to elections.

  • Act as a resource on comparative experiences and advise CNE, TJE and UFTF relevant counterpart/s on the development of a strategy and communication plan for interacting with different stakeholders: Media, political parties/candidates, observers and other relevant actors, within their particular areas of responsibility;
  • Advise CNE, TJE and UFTF on the establishment of internal rules and procedures for managing the external relation responsibility of their respective Boards;
  • Assist the institutions’ relevant counterpart/s in managing and coordinating planning, establishment and development of contacts between CNE, TJE and UFTF as well as with political parties, candidates, observers and other relevant actors; This includes supporting the drafting of briefing packages, guidelines and developing tools for the communications with external stakeholders;
  • Assist CNE, TJE and UFTF relevant counterpart/s in the establishment of communication and information links with all necessary parties to effectively monitor levels of inclusion, involvement, utilization, and help to close gaps in communication when necessary;
  • Advise and support in planning and managing regular meetings with media, candidates and electoral observers;
  • Contribute to the capacity-building of CNE, TJE and UFTF staff and other electoral stakeholders (as required) in the field of institutional external communications and communication for development.
  • In coordination with the CNE, TJE and UFTF and other stakeholders, manage the established contracts for the production of relevant communication products and services.
  • Coordinates the communications requirement of the Project and liaises with the CO communications unit and donors on visibility related matters.

    Provides quality control of all the communications products and services.

    Participates in project review and/or evaluation meetings, as and when necessary.

  • Provide regular updates and draft reports and other documents according to the Project’s reporting framework as well as ad-hoc requirements.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Direct supervision of the CTA Elections. Coordinates directly with the communications unit in the country office.

Minimum Qualifications of the Successful IPSA

Min.

Academic Education          

  • Advanced university degree (Masters’ degree or equivalent) in the Communications, Political Sciences, International Relations or related field, is required;
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s degree.

  • Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor´s degree) or experience in a national or an international context, in external relations and communication, some experience related to electoral assistance involving advice to high-level electoral officials.

Required skills  

  • Professional experience advising on external relations matters with high-level counterparts such as diplomatic representatives, government representatives and electoral authorities is an asset.
  • Extensive experience in drafting official documents to be circulated at senior level is required.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. 
  • Knowledge and experience in relevant thematic area is required.

Desired additional skills             

  • Previous experience in registration of political parties and candidates, and accreditation of party agents is an asset.
  • Experience working with UN administration and familiarity with UN electoral assistance policies and sound understanding of UN/UNDP programming arrangements, will be an asset.

Required Language(s) 

  • Fluency in Spanish and Fluency in English

Travel:

  • UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services.

    Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
