JOB DESCRIPTION

Duties and Responsibilities

Reporting The international consultant will work under the supervision of the Peace Development Team of the Resident Coordinator’s Office, in close coordination with UNDP’s Governance Unit and under the technical guidance of the Policy Specialist on Women, Peace and Security at UN Women Regional Office for East and Southern Africa. The international consultant will lead the consultancy team working closely with a national consultant. The outputs of the consultants will be evaluated, primarily by the Peace and Development Team of the RCO, UNDP’s Governance Unit and the Technical Group.

 

Output/Work Assignments a) Preparatory phase: Tasks: • Conduct a desk review of existing relevant documents and reports from State and Non-State actors related to peace and security and its contribution to Angola’s NAP with support from the national consultant b) Phase 1: Initial Assessment and Development of Zero Draft 2nd Generation NAP Tasks: • Lead preliminary consultations with relevant stakeholders on implementation of the NAP (2017-2020) • Draft report with findings and recommendations of the NAP (2017-2020) • Develop a standardized data collection tool with input from the national consultant • Propose the Outline/Zero Draft of the 2nd Generation NAP with new proposed interventions based on emerging issues in the country, and terms of reference for the proposed coordination and implementation structure, with inputs from the national consultant c) Phase 2: Local Consultations and Validation Workshop Tasks: • Prepare materials for the consultations, including methodology, concept note, agenda and presentations, with support from the national consultant • Lead and facilitate local consultation workshops • First draft of the 2nd Generation NAP with input incorporated from consultations • Prepare materials for the validation meeting, including methodology, concept note, agenda and presentations with support from the national consultant • Lead and facilitate validation workshop.

d) Phase 3: Finalizing the 2nd Generation NAP Tasks: • Revise/update the logical framework with clear interventions, SMART indicators, targets, baseline, responsible institutions, and costing, with support from the national consultant • Finalize the document of the 2nd Generation NAP document based on recommendation from key stakeholders and Steering Committee. • Prepare and present Final Draft of the 2nd Generation Deliverables 1. Preparatory Phase: Workplan for the Development of the 2nd Generation NAP 2. Phase 1: Report articulating progress made, and recommendations on the implementation of Angola’s first NAP and zero draft of 2nd generation NAP including coordination and implementation structure as well as proposed interventions based on emerging issues in the country and the standardized data collection tool 3.

Phase 2: First draft of the 2nd Generation NAP with input incorporated from consultations, including narrative section and logical framework. Include as annex materials for consultations and validation workshop 4. Phase 3: Final 2nd Generation NAP on Women, Peace and Security, incorporating comments of the validation meeting and with a Monitoring an evaluation plan as annex.

Qualifications/special skills
• Master’s degree or equivalent in social sciences or area relevant to the ToR is required • At least 7 years of progressively responsible experience at the national or international level in managing complex and multi-component programme is required • Extensive experience in supporting the development or implementation of NAPs on UNSCR 1325 is required • Experience in training various stakeholders on gender equality and WPS is desirable • Proven experience facilitating high level consultative workshops for Governmental Institutions and CSOs is desirable • Experience working on inclusive politics in a fragile context, with demonstrated ability to deliver is desirable
Languages
Fluency in English and Portuguese is required.
