JOB DESCRIPTION

NRC has been present in Nigeria since 2015 and has been working to help displacement-affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: water, sanitation, and hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection. NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM). With a workforce of 370 staff and a presence in key locations such as Maiduguri (in Borno State), Yola (in Adamawa State) and Jos (in Plateau State), NRC can respond to the needs of those affected by the conflict across North-East, and North Central Nigeria.

These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Dikwa, Monguno, Biu, Mubi, Pulka and Gwoza.

If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate WaSH Coordinator to join our team in Mubi, Adamawa State.

Generic Responsibilities:

  • Line management WASH project personnel: WASH Officer, and WASH Assistants
  • Adherence to NRC policies, guidance and procedures
  • Contribute to implementation of Nigeria Country Strategy (2022-25) especially WASH Strategy
  • Implement technical direction and ensure high technical quality of projects in Mubi in collaboration and consultation with NRC Nigeria WASH Program Development Manager (PM)
  • Coordinate and manage WASH program in Mubi, along with WASH PM: activities, budgets, project documentation in line with proposals, strategies, and donor requirements.
  • Provide progress reports/donor reports and accurate completion reports as required.
  • Supervise and monitor contractor works, works carriedout by Daily/Incentive labor and/or repairs includingcorrect usage, specifications of materialsand general quality of the works
  • Trains and supports team members, service providers and local and technical partners.
  • In collaboration its supervisor actively participates in the recruitment process of team members e.g. enumerators.
  • Develops the necessary tools for the WASH program according to the supervisor’s instructions (drawing, specifications, technical specifications, service contract, supply, and use of construction materials, etc.).
  • Participate in the implementation of the monitoring plan of activities delegated by the supervisor,
  • Ensures the archiving of all project documents.
  • Collaborate with relevant local authorities and local partners [Ministry of Water, RUWASSA etc], attend sectoral working groups and link with key stakeholders.
  • Ensure capacity building of WASH staff with support from WASH PM and WASH Specialist
  • Promote rights of IDPs/returnees/refugees in line with the Advocacy Strategy.

Specific Responsibilities:

  • Contribute to needs assessments/base line, end line surveys, Post Distribution Monitoring, and provide information and inputs to WASH PM/Head of Programs, field coordinator- in MUBI for proposal development when required
  • Responsible for detailed WASH project work plans, spending plans, M&E plans in collaboration with WASH PM
  • Support inputs for GORS data
  • Supervision of local implementation partners
  • Preparation of BoQ’s, construction designs, supervise construction/rehabilitation of water schemes and WASH infrastructure, preparation of completion certificates.
  • Supervise Community projects & hygiene promotion activities
  • Scale up and diversify WASH operational capacity with support from WASH PM e.g., Integrated Programming, Regenerative Design
  • Support inclusion of market-based approaches in WASH where appropriate
  • Mainstream Protection in WASH projects, in line with NRC’s Safe & Inclusive Programming
  • Support Rapid Response Mechanism (RRM) when necessary,
  • Undertake Performance Management reviews with staff reporting to WASH Officer.

Generic professional competencies: 

  • Technical background in WASH, university degree level in relevant discipline essential
  • Minimum 3 years’ WASH experience in a humanitarian/ early recovery context
  • Experience working in complex and volatile contexts
  • Previous experience working in Mubi or Adamawa State is an added advantage.
  • Technical WASH expertise (rural experience preferred) including experience with construction of water surface systems
  • Very good working English (both written and verbal); fluency in Local Language.

Context/ Specific Mubi, knowledge and experience: 

  • Knowledge of Mubi and Yola context is essential
  • Experience with start-up programming an advantage
  • Strong experience in community driven WASH programming
  • Strong inter-personal, communication and network-building Mubi
  • Strong organisational and team working Mubi
  • Good cultural awareness and sensitivity
