JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the Executive Office of the Departments of Political and Peacebuilding Affairs and Peace Operations (DPPADP. The Human Resources Officer reports to the Senior Human Resources Officer. The Executive Office is part of the Office for Coordination and Shared Services (OCSand provides support to the Department of Political and Peacebuilding Affairs, Department of Peace Operations, Office of CounterTerrorism (OC, and a number of Special Political Missions. The Department of Peace Operations (DPserves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues. The Department of Political and Peacebuilding Affairs (DPPfocuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department’s mandate is to prevent and resolve conflict through inclusive political solutions.
Responsibilities
Within limits of delegated authority, the Human Resources Officer will be responsible for the following duties: GENERAL: • Develops and implements new human resources policies, practices and procedures to meet the evolving needs of DPPADPO. • Monitors and ensures the implementation of human resources policies, practices and procedures. • Keeps abreast of developments in various areas of human resources. • Prepares reports and participates and/or leads special human resources project. RECRUITMENT AND PLACEMENT: • Oversees secondment recruitment campaigns at the Departmental level and manages recruitment campaigns for senior level positions. • Monitors and prepares complex HR analytics at the Departmental level on all aspects of the secondment programme. • Oversees and supports the recruitment and onboarding of activeduty seconded personnel. • Develops processes and procedures for all matters related to the recruitment and administration of activeduty seconded officers. • Responsible for providing policy advice including those related to the application of the exceptional measures applicable to seconded activeduty personnel. • Oversees the HR subdelegation of authority related to recruitment and appointment extension for seconded personnel. • Projects and monitors vacant posts of DPPADPO client offices, and ensures adherence to policies and procedures in filling these posts. Consults Directors, and Service and Section chiefs with regard to staffing requirements, advises them on appropriate procedures and ensures implementation of decisions through close liaison with Office of Human Resources (OH, Department of Operational Support (DOand otherrelevant offices. • Recommends guidelines on promotion and placement of staff. • Oversees preparation of vacancy announcements. • Reviews recommendation on the selection of candidate by client offices. • Prepares job offers for successful candidates. • Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures. • Engages with Member States to address compliance with United Nations rules and regulations and coordinates with OHR and OLA the implementation of exceptional measures approved by General Assembly resolution 68/• Conducts outreach activities as needed. ADMINISTRATION OF ENTITLEMENTS: • Advises the Senior Human Resources Officer on the development, modification and implementation of United Nations policies and practices on entitlements. • Reviews and recommends level of remuneration for staff. • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules. • Represents the office in joint bodies and working groups relating to salaries and other conditions of service. STAFF DEVELOPMENT AND CAREER SUPPORT: • Provides advice on mobility and career development to staff at all levels in all categories. • Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system (PA. OTHER DUTIES: • Organises, gathers and maintains statistics and prepares reports related to staffing and other personnel matters as required. • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements. • Monitors, advises and acts on disciplinary matters in accordance with established policies and procedures. Mediates conflict, grievance and harassment cases. • Supervises and monitors the work of the junior human resources officers and assistants in undertaking the full range of human resource management activities. • Supervises and reviews the work of the HR Partners/Assistants assigned to area of responsibility. • Provides training to HR Partners/Assistants as required. Takes appropriate action when shortcomings are encountered and reviews distribution of work, if and when necessary. • Represents the management in classification appeal cases. • Reviews classification analysis of jobs in Professional and General Service and related categories. • Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review. • Conducts research in preparing policy papers, position papers and briefing notes on issues related to examinations and tests. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalenin human resources management, business or public administration, social sciences, education or related field. A firstlevel university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in human resources management, administration, or related area is required. A minimum of three years of recent relevant experience in the United Nations or a comparable international organization is required. Experience in monitoring and approving staff recruitment and selection processes and decisions, including offer management in Inspira or a similar tool over the last two years is required. Experience in overseeing and approving HR benefits and entitlements in the role of an HR expert over the last two years, preferably in an international organization, is required. Experience using HR Resource Planning systems such as Umoja in the role of an HR expert for complex HR analytics is required. Experience in overseeing recruitment of military and police personnel is desirable. Experience in engaging with relevant stakeholders such as government representatives on HR issues, including on secondment of military and police personnel, is desirable. Experience in coaching and informal conflict resolution is desirable.
Languages
English and French are the working languages of the UN Secretariat. For the position advertised, fluency in both oral and written English is required. Knowledge of another UN official language is an advantage.
