Under the supervision of the Head of Security, the National Officer – Security (NOwill be responsible for ensuring the safety and security of WFP personnel, eligible dependents, operations, premises, and assets. The incumbent will be tasked with the strategic coordination of security measures and compliance with WFP and UN security protocols.
The role will require coordination with law enforcement, government agencies, UNDSS, and other relevant stakeholders to ensure the security of WFP staff and operations across Pakistan. The incumbent will also supervise staff, including Security Assistants, and contribute to ongoing security training and awareness efforts.

ACCOUNTABILITIES/RESPONSIBILITIES:

Security Risk Management and Planning
o Collect, analyze, and disseminate Security Threat Information (STrelevant to WFP operations, with a focus on armed conflict, terrorism, civil unrest, and crime.
o Conduct security assessments and evaluate safety for WFP personnel in programmatic areas and suboffices.
o Develop, implement, and regularly update security measures and evacuation plans in line with WFP and UN security policies.
o Plan and manage emergency preparedness actions such as early warning systems, risk analysis, and contingency planning.
o Monitor and assess security measures during field missions and report on the security situation in coordination with local authorities.
o Provide material requirements necessary to organize and facilitate medical evacuations whenever a situation arises.

Coordination and Liaison
o Establish effective communication and coordination with local authorities, including police, military, political, and humanitarian counterparts.
o Maintain focus of contact for all security matters, liaising with the UN Department of Safety and Security (DS, other UN agencies, and NGOs.
o Coordinate security operations and assist in the planning, execution, and relocation of WFP, UN, and NGO staff when necessary.

o Maintain working relationships with law enforcement and military bodies to facilitate safe operations and obtain security information.
o Ensure that WFP communications are integrated with the UN security communication system.

Security Operations Support

o Monitor and supervise WFP’s guard force to ensure optimal security at all premises.
o Provide weekly, monthly, and quarterly security reports to the Head of Security, analyzing trends and incidents.
o Develop and implement the Security Risk Management (SR, Residential Security Risk Measures (RSand ensure compliance for all offices and international staff residences.
o Deliver regular security training as per the SRM recommendations, including emergency procedures and communication protocols, for all WFP staff.

Capacity Building and Training
o Train WFP staff on security awareness, emergency procedures, and the use of safety equipment, in collaboration with UNDSS.
o Conduct briefings for newly recruited staff on security protocols and ensure compliance with standard operating procedures (SOP.
o Organize and conduct emergency drills, including fire drills and lockdown procedures, to enhance staff readiness.

Reporting and Documentation
o Prepare, update, and maintain countryspecific security plans, reports, and assessments for use by WFP management and relevant stakeholders.
o Assist in preparing evacuation and emergency contingency plans for WFP personnel in case of a critical security incident.
o Regularly contribute to internal communication, SRM and focus group discussions, and generate advisories on security matters.
o Ensure timely preparation of incident reports, security assessments, and evacuation procedures.
o Ensure that the master staff list, warden system, communication equipment are kept up to date and necessary rehearsal made.

Emergency Preparedness and Crisis Management
o Ensure that emergency preparedness actions, such as risk analysis and contingency planning, are regularly conducted, monitored, and updated.
o Provide material requirements during crisis management efforts, including evacuations and relocations in coordination with DSS and local authorities.
o Organize and execute security measures during crises, providing direct support to WFP personnel and management.

DELIVERABLES AT THE END OF THE CONTRACT:

• Develop and maintain a robust security program to support the implementation of the country strategic plan and meet WFP’s operational needs in Pakistan.
• Implement and maintain security protocols that ensure the safety of WFP personnel and assets.
• Ensure that security training and emergency procedures are conducted regularly and that all staff are adequately prepared for potential security risks.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:
Advanced university degree (Master’s degree or equivalenin Political/Social Science, International Relations, Law Enforcement, or Business Management, with a focus on security management. A police/military war college or senior staff course is an asset. Firstlevel university degree with a combination of academic qualifications and relevant additional 2 years of experience in lieu of an advanced degree. Additional certification in a related security field is an asset.

Experience:

Minimum of 7 years of progressively responsible professional experience in security operations, military (combat arms and reconnaissance skills preferre, or police work. Basic paramedic training and skills are highly desirable.

Knowledge & Skills:

o Excellent knowledge of security risk management principles, UN security protocols, and emergency response mechanisms.
o Strong understanding of weapons systems, maps, and logistics concepts.
o Proficiency in WFP’s software systems (word processing, spreadsheetand other relevant UN systems.
o Ability to manage emergency situations calmly and efficiently, making critical decisions under pressure.
o Proven ability to work collaboratively with security counterparts, law enforcement, and other stakeholders.
o Strong communication, analytical, and reporting skills.
