Unit Context:
ITSDO delivers innovative products and services to frontline staff working on projects throughout every Region and Global Practice. We work in close partnership with a growing list of internal clients plus external business partners, implementing agencies, donors, NGOs, and citizens. Our delivery model leverages global expertise, design and architecture, leading technology, and robust processes to deliver business solutions that ensure value for money, across a number of domains including, Operations and Corporate, Digital Workplace, Data Governance, Data Privacy, Data and Analytics.
As a unit within the WB Operations and Corporate (ITSDO), the Data and Analytics unit (ITSDA) provides state-of-art information and technology applications to support data management for the World Bank Group. Functions provided ensure that the systems meet the data needs of users and external clients to manage business processes for the World Bank. The current technology landscape encompasses Cloud-based data platforms (Azure and AWS), Data Bricks, Oracle, SQL Server, Power BI, Tableau, Cisco Information Server (Composite), OneTrust, Collibra, Informatica, DBT, .Net, HTML 5, CSS Frameworks, SharePoint, and many others. Our plans are to continue to migrate our on-prem data repositories and re-engineer based on new Cloud architectures in the coming years.
ITSDA is seeking an IT Officer to play the role of a Data Quality Specialist with a firm background in overall Data Governance and Data Privacy, as part of the ITSDA Data Governance and Data Privacy Team, to help ITSDO reach its goals of optimizing its global delivery model. She/he will work as part of the Data Governance and Privacy team in ITSDA, in designing and managing the next-gen data quality solutions that support our data management, data use and data science functions. It is important that the candidate has strong technical and communications skills. The Specialist will also focus on creating innovative approaches to support the many emerging data quality improvement needs across the Bank by establishing frameworks, patterns, and solutions that can be rapidly and securely deployed to best enable the business to effectively govern corporate data assets.
Duties and Accountabilities:
The candidate will work closely with the project manager to deliver the following in the Data Governance and Privacy area with a specific focus on Data Quality:
•Define, contribute and implement Enterprise Data Quality Strategy
•Conduct regular data quality assessments to identify data quality issues and root causes.
•Develop and implement data quality metrics and KPIs to monitor and report on data quality.
•Design and implement data cleansing processes to correct data quality issues.
•Standardize data formats and values to ensure consistency across systems.
•Utilize data quality tools (e.g., Informatica Data Quality, DQLabs etc.) to automate data quality processes.
•Stay updated with the latest data quality tools and technologies to recommend improvements.
•Ensure that data validation processes, data quality control standards, testing strategy, and test plans are applied to data applications.
•Serve as the product/platform owner for Data Quality and other Data Governance solutions as needed.
•Support the design, implementation, and day-to-day operations of various solutions across the data lifecycle (Collect, Store, Process, Transform, Analyze, Visualize, Govern, Protect).
•Implement Data Governance solutions within the World Bank ecosystem to enable business delivery.
•Ensure compliance of solutions with policies, security and financial controls including ICFR (Internal Controls for Financial Reporting).
•Contribute to the design, development, and documentation of institutional assets and artifacts following World Bank Group standards.
•Support Data Governance and data privacy solutions on the cloud to enable cloud migrations of institutional data.
•Perform day-to-day operations in support of Data Quality, Data Governance and Privacy solutions, including but not limited to:
o Incident, Problem Management, and Root-Cause Analysis
o Access Management
o Availability Management
o Performance Management
o Monitoring / Reporting
o Utilization and Cost assignment
o Audit Support
Selection Criteria
•Master’s degree in Computer Science, Data Science, Information Management, or a related technical field with a minimum of 5 years of relevant experience or a Bachelor’s degree in Computer Science, Data Science, Information Management, or a related technical field with a minimum of 7 years relevant experience.
The candidate should have the following core skill sets:
•Excellent leadership, collaboration, and communications skills.
•In-depth knowledge of data quality standards, practices, and methodologies.
•Experience managing data quality projects, including planning, execution, and monitoring.
•Experience in working in a global delivery model.
•Good understanding of application development lifecycle.
•Experience in designing, building, and supporting data platforms across data lifecycle (Collect, Store, Process, Transform, Analyze, Visualize, Govern, Protect).
•Ability to create and socialize high-impact presentations that are business friendly.
•Strong understanding of technology management principles, cloud-based platforms and best practices in data and analytics.
•Understanding of procurement and budget management processes is preferred
•Understanding of data architecture principles, and concepts.
•Ability to keep up to date with new Cloud offerings and solutions.
•Experience in evaluating multiple technologies, ability to develop decision frameworks.
•Ability to contribute to the design, development, and documentation of institutional assets and artifacts following World Bank Group standards.
•Experience in various development methodologies and Agile/Scrum principles. Ability to participate in multiple complex programs at the same time in an agile environment.
•Strong diplomatic, interpersonal and teamwork skills.
•Excellent organizational and time management skills and a keen sense of priorities.
•Hands on experience in working closely with business teams.
•Have a strong understanding of designing and implementing solutions for governance of master and reference data, metadata and personal data.
•Experience in one of data programming languages (Python or SQL)
•Experience with at least 2 of the following Data Platforms is desired:
o Collibra Cloud (Data Governance Center and Data Catalog)
o Azure Purview
o OneTrust
o Any leading Data Quality tools
•Relevant certifications in data quality, data management, or related fields (e.g., Certified Data Management Professional (CDMP), Data Quality Management Certification).
•Commitment to continuous learning and staying updated with the latest trends and technologies in data quality.
