BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Pakistan is one of the most populated, diverse and disaster prone countries in the south Asia region.
Despite its enormous potential for food production, commerce and industry, it faces complex political and environmental challenges that impact the food and nutrition security of the 240 million citizens.
Through its Country Strategic Plan (2023-2027) WFP is focusing its work on addressing some of the root causes of food and nutrition insecurity, strengthening food systems and national programmes in disaster preparedness and stunting prevention.
WFP has its Country Office in Islamabad which supports operations in all provinces across the country.
With this in mind, WFP is looking to recruit an experienced consultant as the Head of Sindh Provincial Office, based in Karachi. The Head of Provincial Office will lead and oversee WFP’s operations in Sindh, ensuring effective programme planning, coordination and implementation in alignment with WFP’s
strategic priorities. The position requires close collaboration with government departments, Cooperating Partners, and other partners to advocate for and advance the work of WFP in line with WFP’s Country Strategic Plan 2023 – 2027 in a complex context and in close coordination with the
WFP Country Office.

ACCOUNTABILITIES/RESPONSIBILITIES

Programme leadership and coordination:
• As WFP’s largest programme is to implement the Government’s flagship stunting prevention programme, the Head of Office will oversee the planning, implementation and monitoring of the Stunting Prevention Programme in 140 Facilitation Centres across all districts of the Province. In addition, the Head of Office will provide leadership and guidance to the work in livelihoods support and climate resilience in key districts across the province, with a focus on long-term recovery from the devastating 2022 floods as well as to support preparedness and planning efforts in support of the Provincial Disaster Management Authority starting in the pre-monsoon months.
• Serve a leadership role as representative of WFP Sindh operations in WFP strategic planning and programme forums.

Partnership building and advocacy:

Position WFP with the Government of Sindh to build strategic and operational partnerships with key provincial departments in terms of joint programming and project implementation so WFP is recognised as a partner of choice for the Government of Sindh.
• Develop Annual Work Plans with government partners.

Resource and staff management:
• Effectively manage the Provincial Office to ensure transparent and efficient people management and the continued development of a cohesive and high performing team.
• Support the recruitment of new staff, individual planning for supervisees and overall work planning for the provincial team.
• Oversee the management of financial resources and WFP assets, ensuring efficient use and compliance with WFP policies.
• Be accountable for the team’s implementation of Country Office-level initiatives, policies, and strategies in the province.
• Hold accountability for the security of WFP staff, operations, premises, and assets in the Provincial Office to ensure that WFP security and safety standards are locally set and followed.
• Actively participate and contribute to the Area Security Management Team (ASMT).
• Hold accountability and/or prepare accurate and comprehensive analysis and reports on WFP operations and performance with regular and timely submission for Country Office review to identify programme support requirements and inform operational planning and decisions.
• Any other duties as assigned.

Specifically, in support of WFP operations in the areas of nutrition, education and climate resilience,
1. Support and coordinate the provincial team for efficient and effective planning and implementation of the stunting prevention programme and CMAM activities, keeping eachmember accountable for their contributions.
2. Identify partner and funding opportunities for livelihood and climate resilience activities andsupport and provide oversight to ongoing multi-year projects.
3. Forge and nurture external partnerships to improve assistance packages and support complementary strategies; identify potential areas for collaborative approaches and initiatives.
4. Develop and sustain liaison with local government authorities, international and local NGOs, UN agencies, donors, civil society, beneficiaries and other partners and media engaged in the field of food security and nutrition.
5. Engage with beneficiaries, inspect storage places and points where WFP commodities are received, in order to ensure compliance with WFP policies and that progress is made in the achievement of project objectives.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced University degree in political science, international development, development economics, international relations, agriculture, social sciences or other relevant field; or a first university degree with additional 2 years of related work experience.

Experience: At least 8 years of professional work experience (management of office or large team (at least 30 people) and in emergency response & preparedness food security,Resilience, Drought/Flood Management, and Climate Change.
• Strong leadership and management skills.
• Ability to build relationships and influence at senior levels within government, civil society, and development partners.
• Has experience in field operations, preferably in a hardship duty station and in development and humanitarian contexts.
• Has proven experience in exploring new opportunities and providing inputs to design and develop solutions with prospective partners.
• Gained experience of analysing local situations, assessing risk accurately and supporting managers and leaders in decision making that is sensitive to this.
• Gained broader exposure across areas within a function (i.e. policy, programme etc.)
• Has experience leading a mid-size to large team to ensure the effective delivery of objectives.
• Effective interpersonal, management and negotiation skills proven through successful interaction with stakeholders, including senior government officials, donor partners.
