The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary:

Perform accounting and finance activities within Finance Department as assigned and assist the Finance Manager in the implementation of policies, procedures, and system.

Major Responsibilities:

  • To process all bank/cash accounting transactions within Mae Hong Son Finance department, petty cash entries, bank entries, cash count reconciliations and bank reconciliations.
  • Manage the MHS petty cash and ensure compliance with IRC/Donors rules and regulations.
  • Effectively manage cash and bank deposits/withdrawals and reconcile against bank uploads.
  • Update daily cash flow spreadsheets.
  • Prepare a reconciliation of petty cash transactions on a daily basis and validate supporting documents.
  • Preparation of weekly and monthly cash count conciliations.
  • Prepare and check the correctness and accuracy of all financial and finance related with Integra System and supporting documents.
  • Prepare and ensure that payments transferred via for K-Cash Connect Plus bank transfer to suppliers are carefully reviewed and correct before submitting to the authorized persons.
  • Ensure follow-up on cash advances by IRC staff to ensure compliance with IRC rules and procedures, tracking and reporting on all receivable balances.
  • Coordinate with HR/Admin (LLH, PLAC, WPE, MAL, EH, HEALTH) and assist in preparing the program CBAs stipends payments on monthly basis.
  • Coordinate closely with Health Department clinical program staff and Mae Hong Son, Khun Yuam, Pang Mapha and Chiang Mai Hospitals concerning EMR patients to ensure that expense claims are checked and paid promptly.
  • Ensure calculation of withholding tax in compliance with RTG Revenue Department and submit to finance BKK.
  • Ensure all the financial documents are properly filed and tagged per requirements.
  • Assist Finance Manager to conduct finance orientation for all new staff on finance procedures and policies as required.
  • Participate in weekly support team and monthly staff meetings and provide necessary and important updated finance information.
  • Perform other duties as requested by the Supervisor.
  • Alert Finance Manager on any suspected discrepancies and/or improprieties in expenditure and accountability of project funds.
  • Ensure safe and responsible practices for financial management and cash security (e.g., cash handling procedures, cash payments/transactions)

Job Requirements:

Education: University degree in accounting, finance or business administration

Work Experience: At least 1–3 Year experience in similar position or responsibilities.

Demonstrated Skills and Competencies:

  • General Accounting knowledge.
  • Effective time management and people skills
  • Ability to manage multiple tasks and meet regular deadlines
  • Computer Literacy (Excel, Word)

Language Skills:

  • Good command of written and spoken English
  • Fluent in written and spoken Thai
  • Understanding of Burmese, Karenni or Karen language is advantage

Working Environment:

The position will be based in Mae Hong Son, a town in the North of Thailand, with regularly traveling in Mae Hong Son town and the two refugee camps in Mae Hong Son.
