Deputy Chief of Party (DCOP), Compliance and Operations, Laos Trade Integration and Competitiveness

ACDI/VOCA is seeking a DCOP, Compliance and Operations for an upcoming Trade Integration and Competitiveness Activity in Laos funded by USAID. The anticipated program will aim to diversify economic growth in Laos by stimulating trade and investment, strengthening private sector competitiveness, and facilitating regional integration.

The DCOP, Compliance and Operations will support the COP in all operational and management aspects of the project. They will ensure efficient, cost-effective, and compliant delivery of project interventions. The program is anticipated to start in 2025 and this position will be based in Vientiane, Laos.

Responsibilities

  • Oversee compliance with donor regulations, local laws, and organizational policies
  • Manage operational aspects of the project, including finance, grants management, procurement, and human resources
  • Support the Chief of Party in strategic planning and project implementation
  • Ensure effective and efficient project operations, including logistics and administration.
  • Develop and implement operational policies and procedures
  • Monitor and report on project performance, ensuring timely and accurate reporting to donors.
  • Foster a culture of compliance and operational excellence within the project team

  • Liaise with key stakeholders, including government officials, private sector partners, and donor agencies

Qualifications

  • Bachelor’s degree in business administration, finance, international development, or relevant field is required; master’s degree is desired.
  • Minimum 8 years of progressively responsible experience in international development, with 3 years in a senior operations or compliance role
  • Demonstrated experience in financial management and compliance with USAID regulations policies and regulations.
  • Excellent leadership, communication, and interpersonal skills.
  • Experience working in Laos or South Asia region preferred.
  • Fluency in English is required.
