JOB DESCRIPTION

The Position:

The post of Human Resources Support Officer is located in the UNFPA Bangladesh Dhaka  Office and reports to the Human Resources Associate.

Under the overall guidance of the International Operations Manager and direct supervision of the Human Resources Associate, Human Resources Support Officer provides HR support to the country office HR services ensuring their transparency and integrity.

Job Purpose:

The Human Resources Support Officer works in close collaboration with the operations, programme and projects staff of the office to exchange information and ensure consistent service delivery.

You would be responsible for:

  • Provides support  in the administration and implementation of HR strategies and policies, processes and procedures focusing on achievements of the following results:
  • Full compliance of HR processes and records with UN/UNFPA rules, regulations, policies and strategies.
  • Assists in HR recording and reporting systems with UN rules and regulations, UNFPA policies, procedures and strategies; effective implementation of internal control framework, proper functioning the HR management system.
  • Provision of advice and information on corporate strategies, changes in rules and regulations, implementation of personal rules, strategic use of contractual modalities, application of entitlements, change management processes.
  • CO HR business process mapping and elaboration of the content of internal Standard Operating Procedure (SOPs) in HR Management.

Ensure effective administration of human resources focusing on achievement of the following results:

  • Assists in the organization of recruitment processes including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels.
  • Assists in maintenance and data clean up exercise of the CO staffing table.
  • Assists in the preparation or review of submission to the CRB
  • Provides support in the administration of delegated international staff entitlements and position funding delegated to Cos.
  • Provides assistance in preparing, preparing vacancy announcements, job-posting and preparing of long-lists.

Ensure Proper Staff performance management and career development focusing on achievements of the following results:

  • Ensures the proper implementation of efficient personnel management of the office and assists the HR Associate in preparing and approving different memo, reports, PAR nd maintains confidential documents on staff and personnel.
  • Assists in the individual consultant hiring process.
  • Assists the Human Resources Associate in monitoring the contract administration of the UNFPA Bangladesh staff.
  • Participates in preparation of the office leave plan, travel plan, learning plan and individual learning plans in consultation with senior management.
  • Keeps record of training attended by Dhaka and Cox’s Bazar office staff members and prepare quarterly reports.
  • Supports the office with staff wellbeing activities.

Supports knowledge building and knowledge sharing in CO focusing on the achievement of the following results: 

  • Assist the HR Associate in ensuring in better practice of knowledge sharing among staff and takes measure to create more synchronization and dissemination of lessons learnt.
  • Contribution to knowledge networks and communities of practice.
  • Any other activities/responsibilities as assigned by her/his supervisor

Qualifications and Experience: 

Education:  
A Bachelor’s degree in administration, public administration, or Human Resources Management is required.

Knowledge and Experience: 

  • 5 years of relevant HR and/or administrative experience, preferably in recruitment, selection, HR services in the public or private sector is required.
  • Previous experience in the UN is an advantage.
  • Good knowledge of ERP systems, specially in Quantum is highly desirable.
  • Experience in the usage of computers and office software.
  • Packages (MS Word, Excel, etc.) and experience in handling of web based management systems.
  • Excellent written and spoken communication skills.

Languages:

Fluency in English; knowledge of other official UN languages is preferable.
