Organizational Setting and Reporting Relationship

The position of Senior Investment Specialist is assigned to the Infrastructure Finance 1 Division (PSIF1) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines and may be assigned in one of ADB’s Resident Missions.

You will report to Director, PSIF1, and will oversee National Staff and Administrative Staff.

Your Role

As a Senior Investment Specialist, you will lead the origination, development, structuring, due diligence, approval, negotiations and implementation of private sector infrastructure financing projects in South, Central and West Asia, contribute to the development of policy and strategies of country programs, monitor the development impact of the projects and ensure key issues are considered and proper risk management principles are applied.

You will:

a. Project Development and Processing

  • Lead in the origination of a pipeline of private sector infrastructure finance projects and investment opportunities through client outreach, focused business development and deal screening.
  • Lead, undertake and manage the necessary due diligence, financial modeling, risk analysis and mitigation in the structuring of loans, equity investments, guarantees, B-loans or other forms of ADB assistance.
  • Lead, assess, and structure transactions to maximize commercial co-financing and catalyze additional capital sources.
  • Lead the project team in managing the internal approval process including interface with credit, safeguards, integrity, legal and other teams including management and the Board;
  • Ensure legal documentation is completed for deals post-approval and achieve financial close, i.e., first disbursement, promptly, with support from internal and external counsel.
  • Manage the implementation and handover of private sector infrastructure projects, ensuring compliance with guidelines, policies, procedures, agreed covenants and reporting requirements up to financing effectiveness.

b. External Liaison

  • Facilitate active relationships with industry leaders, project developers, investors, governments, commercial lenders and other financial partners.

c. Knowledge Sharing

  • Participate in and contribute to relevant learning events for advocacy, sharing, and knowledge building; and
  • Maintain and share knowledge of emerging best practices across the range of key themes and sectors within infrastructure.

d. Strategy, Policy and Project Evaluation

  • Provide strategic inputs and comments on project, policy, and other papers related to private sector operations and development across a range of themes and sectors within infrastructure.
  • Draft, review, and provide comments on project, policy, and other papers to address private sector development and operations issues in different infrastructure themes and sectors.
  • Participate in country teams for planning and programming purposes, in respect to private sector development and operations and sector priorities.

e. Staff Supervision

  • Provide leadership and support to reporting staff including supervising their performance by providing clear direction and performing regular monitoring and feedback.
  • Ensure the ongoing learning and development of reporting staff.

Qualifications

You will need:

  • Master’s Degree or equivalent in finance or business; or University degree and at least 5 years specialized experience relevant to the position can be considered
  • At least 10 years of relevant professional experience in private sector infrastructure finance, including hands-on experience in processing transactions for infrastructure projects, analyzing credit risks, structuring, syndicating financing and other related commercial banking activities;
  • Experience working in some of the following sectors: power, environmental infrastructure, water and wastewater, transport, digital infrastructure
  • Excellent oral and written communication skills in English.
  • International experience working in development in several countries preferably in South Asia, Central Asia and West Asia.
