Your team

Within the Directorate Central Route Charges Office and Finance, the CF/CRCO/ECO Section is responsible for managing the strategic and economic aspects of the Central Route Charges Office (CRCO) in support to the various charging schemes managed by CRCO. Key responsibilities include adapting the system to the stakeholder needs and evolution of the aviation sector, consolidating reporting tables to establish unit rates, providing economic support and advice to States on air navigation charges, integrating new States and negotiating bilateral agreements, preparing the five-year work programme, calculating administrative unit rates, and representing the CRCO in stakeholder meetings related to the air navigation charges.

As an Air Navigation Economics and Strategy Analyst, you will contribute to all activities related to air navigation services cost bases and unit rates, as well as to the development of the Route Charges System and other charging services provided by the CRCO.

Your role

Your role will be to:

  • Integrate new States in the Route Charges System while preparing, negotiating, and implementing bilateral agreements for the billing and collection of air and terminal navigation charges.
  • Verify compliance of States’ cost bases and unit rate establishment in line with relevant EUROCONTROL legal instruments, while advising on reporting tables and charging policies (i.e. cost principles and best practices for transparency and consultation with airlines).
  • Calculate the monthly adjustments of the national unit rates and the administrative unit rate.
  • Perform economic and trend analyses, draft working papers and recommendations on air navigation charging for decision-making and advisory bodies and prepare the CRCO Work Programme and Annual Report.
  • Contribute to the developments related to air navigation charges in/with other international organisations (ICAO, EU, etc) and to the strategy for financing services provided to new entrants (drones, satellites, etc).
  • Develop and deliver training to member states to increase their awareness and knowledge on air navigation charges.
  • Oversee GDPR activities within the CRCO to ensure compliance with services.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university degree of 4 years in a relevant domain (e.g. Finance, Economics, Public or Business Administration, Law, Aviation Management) followed by 3 years of relevant working experience OR completed university degree of 3 years in a relevant domain (e.g. Finance, Economics, Public or Business Administration, Law, Aviation Management) followed by 4 years of relevant working experience.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Experience in statistical analysis and reporting.
  • Experience in applying aviation charging policies within the European context.
  • Knowledge of the regulatory framework applicable to the aviation sector in the field of air navigation charges would be an asset.
  • Knowledge of GDPR requirements and compliance practices would be an asset.
  • Experience with business analytics tools (Power BI or similar) would be an asset.
  • Presentation skills and technical writing skills (English).

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1.   • Before receiving an official offer, the selected candidate will be required to provide certified copies of the degree(s) that meet the qualifications specified in the Notice of Competition for this position.
  • The selected candidate will be offered a contract for a duration of five (5) years in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
