Position Description
The USAID/Bangladesh’s Strengthening Local Level Health Systems (SLLHS) Activity is a project managed by a consortium, where icddr,b is the “Country Anchor Partner”. SLLHS is supported by USAID with a vision to develop a health system in Bangladesh that can enable universal health coverage (UHC) by delivering high-performing, responsive, equitable, resilient, and adaptive services, that are effectively planned for and managed by skilled and accountable district and upazila health managers.
Working under the SLLHS Activity and reporting to the Deputy Project Coordinator, the Assistant Programme Manager will be responsible for planning, organizing, implementing, and monitoring program activities to effectively execute operational plans and provide efficient coordination support to ensure the smooth implementation of these activities. This will be done following the project’s guidelines, as well as the organizational values and standards.
Specific areas of responsibilities are outlined below:
- Provide operational direction, oversight, and guidance to the implementation team for effective delivery of the program at the regional level;
- Take the lead in understanding the detailed implementation plan (DIP) of the project and support implementation accordingly;
- Support the formation of the HSIP committee at the selected district and upazila level;
- Provide technical support for the implementation of the Health Systems Improvement Plan (HSIP) including health systems gap analysis and epidemiological analysis at the selected district and upazila level;
- Guide and supervise Program Officers for periodic visits to the health facilities for routine data extraction, compilation, and reporting;
- Train and supervise staff on data collection;
- Support analyzing data derived from the facility level;
- Coordinate with the district and upazila level health and family planning managers for smooth implementation of the project activity;
- Maintain liaison and coordination with the other USAID-supported local implementing partners, community leaders, and stakeholders;
- Support organizing the periodic pause and reflect meeting;
- Represent the project at the division, district, or upazila level coordination meetings, as and when required;
- Report progress to the central management team periodically;
- Take corrective actions to comply with donor mandates and project implementation plans.
Required qualifications and experience:
- Masters in Social Science or any relevant subject from a reputed university with good academic result; Masters in Statistics / Bio-statistics / Applied Statistics/ Economics are also encouraged to apply; However, candidates having MPH degree will be an added advantage;
- Minimum 5 years of experience in public health or project implementation;
- Prior experience in working under USAID-supported projects will be an added advantage;
- Sound understanding of using analytical software (e.g. SPSS/STATA/R etc) is required.

Contract Type and Duration:
- Fixed Term; duration will be 1 year with a possibility of extension subject to availability of funds and performance.
Salary & benefits:
- Tk. 15,31,970/- inclusive of house rent and conveyance allowances;
- 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival allowance, contributory healthcare support including dependent spouse and children, group life insurance, and subsidized canteen. Transport and daycare facilities are subject to space availability.
