Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policy and legislation, institutions, and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

UN Women Georgia Country Office has a growing Women’s Economic Empowerment (WEE) portfolio throughout the office’s current strategic note duration (2021-2025) supported by such donors as Swiss Agency for Development and Cooperation, Austrian Development Agency, Danish Ministry of Foreign Affairs, Government of Japan and others. In order to deliver on the programmatic results, set by the Strategic Note and corresponding Work Plans and cost-share projects / donor agreements and contribute to sustainable and systemic work around WEE on the levels of legislation and policies, institutional capacity building and grassroots outreach and support, UN Women Georgia Country Office intends to hire WEE Project Analyst.

Under the overall guidance of the Country Representative and Deputy Country Representative, and with the direct supervision of the WEE Programme Analyst, the Project Analyst (based in the UN Women Country Office in Tbilisi, Georgia) will support the office in planning, implementing, and managing UN Women interventions under its WEE portfolio. The project analyst will work in close collaboration with the programme and operations team in Georgia and relevant UN Women staff in the Regional Office (Istanbul) and HQ (New York), Government officials, representatives of the projects’ donors, other multi and bi-lateral donors and civil society in target countries ensuring successful UN Women programme implementation and achievement of planned results.

Duties and Responsibilities:

The Project Analyst under the direct supervision of the WEE Programme Analyst will carry out the following functions:

  • Ensure that progress is made in achieving UN Women Georgia CO’s WEE goals and objectives in line with the Strategic Note, Workplans and relevant project documents; work towards timely implementation of the detailed annual work plan together with project partners, consultants and beneficiaries;
  • Work towards safeguarding, monitoring and facilitating quality assurance of all the assigned WEE activities using the results-based management tools;
  • Monitor progress of implementation of activities against allocated budget and delivery;
  • Monitor budget implementation and make budget re-alignments/ revisions as necessary;
  • Provide support in the development of draft initiatives, and/or policy papers on women’s economic empowerment, social policy or related issues
  • Conduct research, data collection, report-writing, and analysis in the field of gender equality and women’s empowerment with emphasis on WEE
  • Organize and attend field missions and draft reports on monitoring missions;
  • Provide inputs to the quarterly and annual UN Women reporting system (RMS), and contribute to the preparation of donor reports or presentations;
  • Contribute to the selection of international and national consultants/companies and preparation of procurements and contracting packages in line with the work plans and UN Women rules and guidelines;
  • Supervise national and international consultants and service providers working in the frameworks of the WEE portfolio;
  • Ensure adherence to UN Women corporate rules, regulations, processes and procedures in the planning and implementation of relevant activities;
  • Prepare relevant documentation such as project summaries, conference papers, speeches, donor profiles, and participate in stakeholder meetings and public information events;
  • Plan and contribute to the implementation of communications components of the WEE portfolio, including through contributions to the production of social media posts, website articles and other relevant materials on the project achievements and activities;
  • Build, coordinate and maintain relationships with national partners to support implementation of programmatic interventions in the area of women’s economic empowerment;
  • Review, and as relevant, coordinate the submission of responsible partner financial and narrative reports;
  • Draft and coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Coordinate and maintain relationships with national partners to support implementation and expansion of programmatic interventions in the area of women’s economic empowerment (WEE);
  • Coordinate the development/ expansion of knowledge management strategies, methodologies, and products on WEE;
  • Coordinate and organize events, trainings, workshops and knowledge products;
  • Contribute to the development of knowledge products on WEE;
  • Identify capacity development needs of stakeholders;
  • Provide partners with technical assistance, mentoring, training and capacity development initiatives, as needed;
  • Identify and synthesize best practices and lessons learned that are directly linked to the implementation of the WEE work of the office and contribute to their dissemination;
  • Provide substantive inputs to resource mobilization strategies, analyzing and maintaining relevant information;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing;
  • Ensure proper maintenance of the documentation and filing system; and
  • Perform other relevant duties as required.

Required Skills and Experience:

Academic Background: 

  • University degree (Master’s) in public policy, international development, gender studies, economics or related field.
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional minimum 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
  • A project/programme management certification would be an added advantage

Relevant work experience:

  • Up to 2 years (with Master’s degree) or 2 years (with Bachelor’s degree) of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building
  • Up to 2 years (with Master’s degree) or 2 years (with Bachelor’s degree)  of work experience in the area of gender equality and women’s empowerment
  • Demonstrated experience working in the area of gender equality and women’s empowerment;
  • Experience working with International Organizations will be an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

Languages:

  • Fluency in written and spoken Georgian and English.

Management arrangements:

The contractor will report to and work under direct supervision of the Programme Analyst WEE and overall guidance of UN Women Georgia Country Representative and Deputy Country Representative.
