The International Organization for Migration (IOM) established its operations in Libya in 2006. Throughout the country, IOM provides a comprehensive response to the humanitarian needs of migrants, internally displaced persons, returnees, and host communities. This is achieved through direct humanitarian assistance, recreational activities, boarder management support and various other initiatives.
In this context, IOM engages with Libyan authorities, migrant and internally displaced populations, and implements various project initiatives to support them. The responsibilities outlined below pertain to these project activities for which the engineer will be responsible:
Under the direct supervision of the Programme Engineer and overall supervision of the Head of Resource Management, the Field Project and Office Coordination Engineer will be responsible for the following:
- A. Coordination
Collaborate closely with programme staff, local authorities, and stakeholders for project assessment and planning.
Support the Programme Engineer to manage the engineering team, assigning them to various project activities and monitoring their progress.
- B. Assessment
Lead and conduct needs assessments for project activities, including comprehensive damage evaluations.
Produce assessment reports to identify priority areas and target beneficiaries, ensuring timely and informed responses.
Integrate gender, protection, and cross-cutting concerns into all assessments.
- C. Engineering Support
Provide technical expertise, oversight, and guidance for the design, construction, and rehabilitation of various facilities.
Collaborate with local engineering teams and contractors to ensure culturally sensitive and practical designs that meet the needs of affected populations.
Supervise technical assessments of infrastructure to evaluate damage and rehabilitation feasibility.
Develop detailed engineering plans, specifications, and bills of quantities (BOQs) in compliance with relevant standards and best practices.
Oversee construction activities to ensure they are executed safely, efficiently, and within established timelines.
Conduct regular site inspections and quality control checks to ensure the structural integrity and functionality of completed projects.
Monitor and ensure the quality of construction activities, working with field teams to track progress.
Ensure that environmental sustainability is integrated into project planning and implementation.
Guarantee compliance with engineering standards and best practices for quality and safety.
Prepare scopes of work, technical specifications, and BOQs for procurement.
Respond to procurement inquiries regarding scopes of work, technical specifications, and BOQs.
Report issues or variations in works or equipment provision to the Programme Enineer and verify contractors’ payment requests.
Ensure rehabilitation of civil, electrical, and mechanical works aligns with approved designs and BOQs within the set timeframe.
Inspect materials and equipment for compliance with standards and certify substantial construction progress or completion.
Ensure contractor compliance with safety regulations and proper site cleanup after rehabilitation work.
Issue certificates of substantial completion in coordination with the Programme Engineer and contractor.
Oversee the proper operation and sustainability of completed projects.
Assist as an expert witness in litigation arising from project development or construction.
- D. Reporting and Documentation
Prepare and submit detailed, regular reports outlining project activities, progress, and challenges.
Maintain comprehensive project documentation, including beneficiary data, ensuring transparency and accountability.
Contribute to case studies and best practice documentation.
Education
- Bachelor’s degree in civil engineering, Chemical Engineering, Mechanical Engineering, Environmental Engineering, or a related field from an accredited academic institution with 8 years of relevant professional experience.
- University degree in the above fields with seven years of relevant professional experience.
- Hold a Bachelor’s degree in Civil Engineering, Architecture, or a related field.
Experience
- Experience in the design and implementation of infrastructure, including contract management
- Proven experience in the design and / or implementation of infrastructure and shelter interventions.
- Exhibit proficiency in project management and coordination.
- Display exceptional communication and interpersonal skills.
- Prove the ability to perform effectively in high-stress and rapidly evolving emergency environments.
- Competency in the use of AutoCAD and Office Software is an advantage.
Skills
- Excellent Monitoring and Evaluation (M&E) Skills; Managerial Skills; Organizational Skills.
- Knowledge of computer assisted design and modeling software such AutoCAD, Epanet and those useful for the design of drainage, flood modeling.
- Ability to work with limited supervision.

- For this position, fluency in English is required (oral and written).
- Working knowledge of Arabic, is desirable.
