JOB DESCRIPTION

Result of Service
Under the overall supervision of the Programme Management Officer, Climate Change Division, Mitigation Branch, Finance Unit, the consultant will provide dedicated support to accelerate the delivery of regional outputs for EmPower climate change and renewable energy activities in Southeast Asia as outlined below: • Organization of CSO regional events and forums on the sidelines of Asia Pacific Forum for Sustainable Development (APFSD), People’s Forum, Asia Pacific Major Groups and Stakeholders (APMGS) and UNEA on gender equality, human rights, climate change and renewable energy facilitated by coordinating with partners, inviting speakers and setting up programmes • Outcome statement from CSOs towards key regional policy decision-making processes on climate and renewable energy • 2 regional climate change and/or renewable energy roadmaps/action plans developed or strengthened that incorporate gender-responsive and rights-based provisions – Passive Cooling Roadmap for the ASEAN region • 3 gender-responsive monitoring frameworks developed and/or supported to assess the effectiveness of gender integration in climate action and/or renewable energy roadmaps and plans. • 1 regional brief highlighting the current regional climate/renewable energy context, challenges and proposed solutions. • New/strengthened partnerships to promote gender responsive climate-resilient livelihoods • EmPower Phase II resource mobilisation strategy successfully implemented and monitored

Duties and Responsibilities
The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Our mission is to provide leadership and encourage partnership in caring for the environment by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations. UNEP’s Regional Office for Asia and the Pacific, located in Bangkok, geographically serves 41 countries across the region to promote and implement sustainable development solutions. It works in close partnership with key stakeholders including governments, the private sector, civil society, and other UN agencies. The consultant will work under the “EmPower: Women for Climate-Resilient Societies” programme. The Programme aims to strengthen the integration of gender equality and human rights in climate change, renewable energy and disaster risk reduction (DRR) in the region by influencing national and regional normative processes. In the last five years, the programme engineered alternative livelihoods for vulnerable communities, reduced emissions through renewable energy, strengthened women’s leadership, and sparked intergovernmental commitments to ensure gender-responsive policies and actions in the Asia-Pacific region. Building on the gains of EmPower Phase I (2018-2022), UN Women and UNEP have co-developed the second phase of the project, to be implemented between January 2023 and December 2027. The programme aims to scale up lessons learned, increase further investment and implement the decarbonization and resilience approaches developed through three key outcomes: • Outcome 1: Asia-Pacific actors increase action on gender responsive climate change adaptation and mitigation • Outcome 2: Women in all their diversity and other marginalized groups are represented as key environmental actors in climate and DRR decision-making • Outcome 3: Women and other marginalized groups in Asia-Pacific secure climate-resilient livelihoods The purpose of this assignment is to work with the regional and country teams of UNEP and UN Women to deliver outputs for EmPower’s Southeast Asia regional activities. The consultant will support the EmPower Phase II ongoing work by interacting with other UN agencies, in particular UN Women Regional Office for Asia and the Pacific, UN Country Teams, members states and CSOs throughout the implementation of activities.
Qualifications/special skills
• Environmental/ Climate Change studies, law, sustainable development or equivalent. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. • Minimum 5 year(s) of experience in Environmental and Social Safeguards, Gender studies, Human rights, Environmental/ Climate Change, Renewable Energy, sustainable development, or equivalent. • Demonstrated interest and experience (minimum 5 years) in gender equality, safeguards and human rights and an interest for sustainable development, environmental management and climate change is required. • Previous experience working with governments and CSOs in developing countries is required. • Demonstration of experience in human rights-based approach, gender mainstreaming, and delivering trainings on human rights-based approach and gender-responsive planning would be desirable. Languages
• English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
