Purpose of the Position:

The Senior IT Officer, Digital Foundations, plays a pivotal role in the definition and implementation of the digital infrastructure that drives UNICC digital transformation initiatives. This role will report to the Deputy Director and focus on assessing, building, and evolving the foundational technologies, ensuring seamless integration between architecture, engineering and IT Operations.

Objectives of the Programme:

UNICC provides the digital foundations that support the digital transformation and future of the UN system and other international organizations.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Deputy Director and in close collaboration with all divisions and teams. The incumbent could be requested to do any other tasks of similar level in related fields.

  • Steer the implementation of the UNICC’s digital foundation strategy, ensuring alignment with organisational objectives while fostering innovation through cutting-edge technology adoption
  • Provide data-driven insights and recommendations to support the Deputy Director in decision-making processes. Responsibilities include data collection, trend analysis, and clear presentation of findings
  • Ensure efficiency, effectiveness, scalability, security, sustainability and resilience of architecture patterns to meet UNICC standards of excellence while responding to Clients’ needs. Activities include oversight of selected pre-sales efforts, systems reviews, assessments, and development of improvement recommendations
  • Contribute to the development and implementation of technology-driven operational strategies to enhance efficiency, strengthen cybersecurity, reduce costs, ensure inclusiveness, promote organizational stability, alignment with Mandate, MC deliberations and strategic direction
  • Lead cross-functional digital initiatives, with a particular focus on assessing and implementing new technologies. Responsibilities include organising workshops, defining project scopes, and facilitating stakeholders’ discussions
  • Foster a strong inclusive and collaborative working environment with other sections to ensure seamless digital service delivery, including cybersecurity, and application/products development
  • Oversee the planning, execution, and delivery of key digital projects, ensuring alignment with organisational goals
  • Identify and mitigate risks related to new and existing or legacy technologies. This involves thorough understanding of cybersecurity risks, system outages’ root causes, and potential compliance deviations.
  • Participate in risk assessments and facilitate risk mitigation activities
  • Ensure adherence to legal, regulatory, and security standards for UNICC digital foundation initiatives with a focus to UN data privacy, adherence to relevant Privileges and Immunities and cybersecurity
  • Promote the integration of inclusive practices in the development and implementation of digital technologies, ensuring that solutions are accessible and equitable for all users
  • Provide other ad hoc support either within your team or in other teams as required for short period of time on a part-time basis or full-time basis upon request from senior management

Recruitment Profile

Experience and Skills required:

Essential:

  • Ten years or more of progressive ICT and management experience, including experience in managing multiple groups of technical resources and technical projects, including at least 5 years in multi-cultural and global international environment
  • Team building and managing cross-functional teams and in fostering inclusive work environments
  • Demonstrated experience in building and scaling new IT services from scratch, with a focus in Public and Private Cloud services
  • Experience in building and operating both applications and infrastructure ICT services at global level using industry standard practices like ITIL and CSDM
  • Demonstrated experience in leading large-scale projects and modernising IT operations
  • Recent experience in cloud technologies i.e. private and public cloud, including technical and cyber security of such solutions
  • Ability to present complex technology issues to senior management and provide strategic guidance

Desirable:

  • Working knowledge of data and information security frameworks like NIST
  • Knowledge about application development practices and tools (CI/CD) is a plus

Essential:

  • A Master’s or equivalent university degree in computer, information systems, management or leadership or related field is required
  • A first University degree plus four years directly applicable work experience (in addition to the minimum experience requirement) may be substituted for an advanced degree

Desirable:

  • Relevant professional certifications

Languages:

  • English: Expert Knowledge is required
  • French: Intermediate knowledge is required

Compensation:

Annual Salary Estimation (net of tax at single rate):

  • Geneva (Switzerland), including post adjustment (90,1% on November 2024): US$ 176,281.
