Period of assignment/services (if applicable): December 2024 – March 2025 (up to 4 months)
 
!PLEASE NOTE: the currency of the proposal is UAH. Furthermore, UNDP will enter into a contract with the selected national consultant in UAH.
Main objectives of the assignment: to conduct a comprehensive assessment of the implementation of Ukraine’s Barrier-Free Strategy.

 

Scope of work:
It is expected that in terms of implementation of this assignment, the Consultant/Expert (Individual Contractor) will carry out the following activities:

· Assessment of Indicators: Conduct a detailed review of data provided by UNDP on the implementation of the Barrier-Free Strategy, focusing on key indicators of the Monitoring Plan This will involve close collaboration with the Office of the Advisor—Presidential Commissioner for Barrier-Free Environment—and other relevant stakeholders as necessary to validate and verify data accuracy.

· Cross-Check with Sociological Survey Results: Perform a cross-check of the indicator-based assessment against findings from the UNDP sociological survey to ensure consistency and comprehensive insight.

· Draft Report Preparation and Consultation: Compile the first draft report summarizing findings and conclusions. This draft will be shared and discussed with UNDP, the Office of the Advisor—Presidential Commissioner for Barrier-Free Environment, and other primary stakeholders to integrate feedback.

· Final Report Presentation: Prepare Terms of reference (ToR) for handouts/infographics and brief for the presentation of the Final Assessment report. The finalized Assessment report will be presented by the Expert publicly and discussed at the Barrier Free Council meeting to foster further dialogue and gather broader input.

 
All final products should be produced according to the plan outlined under each deliverable as specified in the Terms of reference.
