JOB DESCRIPTION

Org. Setting and Reporting
This position is located within the Political Affairs Service (PAS) of the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship “E” duty station and a non-family duty station). The incumbent will be under the overall supervision of the Principal Political Affairs Officer.
Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties: – Monitor, identify, and analyze of all developments/events relevant for the implementation of the Mission mandate through monitoring and collection of data/information from multiple sources, including UN Mission components, UN Country Team (UNCT), national military/civilian authorities, diplomatic community, international and multilateral organizations, NGOs, media and other key stakeholders. – Classify, manage, store and transfer information by using available information management processes and systems. – Organize, analyse and synthesise information for the identification of trends, production of forecasts and assessments. – Produce accurate and timely analytical products, briefings, notes to the files, code cables, background notes in coordination with other Mission components and sources. – Develop and maintain collaborative relationships with UN Common System colleagues and counterparts, Government representatives, civil society actors, military and law enforcement actors, academic and research institutions, and other national and international partners on information-sharing, policy and coordination matters. – Develop a focused approach and relations with the Libyan institutions – Support preparations for high level visits and political meetings thought drafting talking points and speeches for senior UN officials, prepare written summaries of meetings/visits and assist with follow-up activities, as appropriate. – Maintain a system for classifying and storing confidential information, in consultation with information management/technology expertise. – Perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in political science, international relations, foreign affairs, law or related field. A first-level university degree in combination with qualifying experience and relevant academic/professional qualifications, such as accreditations from military or government command and staff colleges, may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five (05) years of progressively responsible experience in the intelligence or information analysis, political science, international relations, journalism, development, security (military or police) or related field is required. Experience in research, information analysis and drafting of analytical products is required. Experience on the Middle East and North African region is required. Experience working in or in support of a field operation, of the United Nations Common System or a comparable international organization is desirable. Experience working on the geographical region of operations is desirable. Proven experience on Libya file is desirable. Experience in analysis of conflict or post-conflict setting is desirable, preferably on countries undergoing political transition.
Languages
English and French are the working languages of the United Nations Secretariat. For the advertised position, fluency in English and Arabic, (both oral and written) is required.
