JOB DESCRIPTION

Under the general supervision of the Resource Management Officer and the direct supervision of the Finance Officer, the incumbent will assist in planning, leading, organizing and coordinating the activities of the finance unit to include but not limited to the following areas: Internal and External audit preparation, financial analysis, and other financial issues in accordance with IOM Financial Management Rules and Procedures

Core Functions / Responsibilities

  1. Monitor compliance with financial policies, procedures, rules, and regulations.
  2. Provide regular and ad hoc financial information to support informed financial decision-making.
  3. Manage the regular performance and review of bank reconciliations for IOM accounts by designated stakeholders and monitor timely completion of the month-end account closure process.
  4. Manage and prepare payroll, conducting validity checks on monthly payroll results.
  5. Verify that disbursements are authorized appropriately and supported by valid documentation.
  6. Review the status of Vendor Accounts in the accounting system, monitoring their proper maintenance.
  7. Verify vendor claims accuracy and in compliance with IOM finance policies and guidelines.
  8. Prepare various accounting, financial, and statistical reports as required.
  9. Compile and label sampled documents from the e-filing system and physical records in preparation for audits; review these documents in advance to identify potential gaps.
  10. Review, verify, and release payments processed through the corresponding bank platform.
  11. Keep adherence with internal control systems, identifying any weaknesses and providing suggestions for improvements to the Finance Officer.
  12. Maintain mission bank balances, monitoring that cash reserves are replenished adequately.
  13. Provide regular updates to the Finance Officer on outstanding debtor/creditor items and verify these are regularly maintained and cleared.
  14. Liaise with banks and other suppliers on outstanding financial matters.
  15. Coordinate with the Finance Officer in addressing monthly account reviews from the Regional Accounting Support in Manila, responding to complex queries on accounting and finance issues.
  16. Perform other related duties as required.
  • Bachelor’s degree in business administration, Accounting, Finances, or related field with five years of relevant professional experience or,
  • High school diploma with seven years of professional work experience
  • Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage.
  • Attention to detail, ability to organize paperwork in a methodical way;
  • Discreet, details, patient and willingness to learn new things; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
