Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in FAO’s global mandate and Strategic Objectives. More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.
The grade of the position is SC 10.
Reporting Lines
The position is under the overall supervision of the FAO Representative in Somalia and the direct supervision of the Food Security Cluster Coordinator.
Technical Focus
The incumbent will be responsible for the overall data collection, data analysis, and information sharing within the Food Security Cluster (FSC) which is important for the cluster stakeholders to make informed, evidence based and strategic decisions on:
1. Food security needs and geographic areas of affected populations.
2. Prioritization of geographic areas according to Food Security indicators and needs.
3. Location and activity of Food Security actors.
4. Key gaps in needs, activity/program coverage and response overlaps.
5. Existing capacity (human, material, financial) to be utilized in support of the identified response needs.
6. Monitoring of the response against the Humanitarian Needs and Response Plan (HNRP) and other appeals such as drought, floods, conflict etc.
Tasks and responsibilities
• Respond to the Food Security Cluster (FSC) partners needs for information.
• Provide IM services (data collection, cleaning, collation, analysis, and dissemination) to the cluster and its partners for key decision making.
• Create and maintain IM SOPs, contact directories and mailing lists of Food Security and Livelihoods humanitarian partners.
• Support the development of the FSC response plans, strategy, targets, log frame and financial requirements; and provide food security contributions for intersectoral analysis
• Support in monthly monitoring of the food security and livelihoods response against the FSC response plans, strategy and log frame.
• Develop and maintain a database of FSC partners’ activities (both ongoing and planned).
• Provide reliable information and analysis for decision-making by conducting district level gap analyses against HNRP targets and PIN, analyzing collected data to identify major gaps in geographic locations, population groups, levels of assistance, or any other necessary data analysis.
• Develop and/ or adjust the existing FSC Information Management (IM) tools as needed e.g. 5W, quarterly plan tool, Rapid Needs Assessment (RNA) tools, infographics, dashboards, maps etc.
• Ensure that regular information products and packages are up to date and distributed to the sub national focal points at state and regional levels.
• Ensure that the information and analyses are visualized and shared through appropriate IM / communication tools
• Maintain and lead the assessment registry and tracking system for all planned and ongoing food security and livelihoods assessments.
• Keep the FSC Somalia webpages up to date with relevant materials and manage the FSC Somalia SharePoint space and Somalia info email.
• Assist in organizing FSC national and subnational monthly meetings by providing presentations PowerPoints, gap analysis, and other support as required.
• Provide analysis and information management support at the subnational level when needed.
• Capacity strengthening of FSC partners on relevant IM topics through managing, organizing, and conducting trainings.
• In close consultation with the FSC Cluster Coordinators and the Capacity building Officer, support gFSC initiatives, e.g. CCPM (Cluster Coordination Performance Monitoring), quarterly reports, global cluster annual overview, global dashboards, etc.
• Liaise with OCHA and IM Focal Points in other clusters – share information as appropriate and identify and gather information from other clusters which can inform Food Security and Livelihoods response and preparedness decisions.
• Support FSC Cluster Coordinators in an integrated response framework to address both the immediate and underlying causes of food insecurity
• Represent the FSC in the IM Working Group (IMWG) meetings or other relevant IM WG meetings.
• Put in place a funding tracking system within the FSC, to have up-to-date and reliable information on funding of food security activities (FTS not being very reliable)
• Any other tasks that may be required (within reason) to achieve the objective of this assignment.

Minimum Requirements
• Bachelor’s degree in Statistics, Economics, Geographic sciences, humanitarian affairs, Information Technology, Information Systems, Data Management, GIS. Communications or other relevant discipline from a reputable Institution.
• A minimum of 3 years of relevant experience in information/data management and visualization.
• Working knowledge (level C) of English and Somali.
• Formal training in Cluster IMO / previous Cluster experience or multi-stakeholder coordination experience (e.g. consortium) is desirable.
• National of Somalia.

Technical/Functional Skills
• Strong knowledge of and experience in using advanced Excel and data analysis software, including proficiency with data bases.
• Strong and advanced knowledge of Excel Power Query and experience in maintaining a dynamic consulting systems.
• Ability to collect and organize data/information to produce quality maps.
• Knowledge of data visualization and mapping (e.g., ArcGIS, QGIS, or any other mapping tools, PowerBi, Tableau, etc.).
• Ability to present information in understandable tables, charts and graphs.
• Ability to maintain and manage website content for the cluster.
• Data storage and file management expertise.
