The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator – the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level – support countries in the achievement of their development priorities and the attainment of the SDGs. This position is located in the Resident Coordinators Office (RCO) in Brazzaville, The Republic of Congo, and to reports to the Senior Development Coordination Officer, Head of RCO and Strategic Planner.
Responsibilities
Within delegated authority, the Executive Associate will be responsible for the following duties: 1. GENERAL ADMINISTRATION AND PLANNING: • Receive and process all correspondence on behalf of the Office. • Draft, edit and format official correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters. • Plan, organise and manage the Resident Coordinator’s agenda. • Process appointments, receive guess and take notes during official bi-lateral meetings. • Organise and follow up on travel plans and missions abroad of the Resident Coordinator. • Review and format speeches and talking points submitted by agencies for the Resident Coordinator. • Liaise with all other executive assistant from other agencies, agree on efficient systems. • Establish and maintain a filling system for all official documents produced by the office. • Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field. • Manage and prepare the meeting; liaise with contractor on coffee breaks and liaise with IT services to ensure connectivity. • Be responsible for protocol: arrangement of meetings with high level officials and personalities, provide secretarial support and prepare all required and relevant documentation; • Prepare and organize in close collaboration with the Head of office the Country Team coordination meetings, the RCO meetings, as well as meetings with development partners and at national level; • Prepare, organize and act as secretary for internal and external meetings that may be attended by senior officials; • Maintain permanent liaison with all units in the RC office: research, select and disseminate information relevant to the work; provide guidelines/instructions as necessary; • Facilitate information sharing between the Resident Coordinator and other members of the Country Team in the Republic of Congo; • Maintain close liaison with the assistants of other Country Team members and members of the international community in order to facilitate information exchange; • Follow up on deadlines for actions to be undertaken, commitments to be fulfilled and coordinate the collection and submission of the Resident Coordinator’s reports; • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with translation, visualizations and updating information material such as web pages or brochures. 2. HUMAN RESOURCES MANAGEMENT: • Receive new staff and prepare relevant forms to support their onboarding locally. • Initiates, reviews, processes and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment of staff and consultants, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. • Assist in responding to enquiries and provides information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations. • Monitors staffing table, leave plans and prepare relevant statistical data/charts. • May be responsible for guiding, training, and supervising the work of more junior General Service staff. 3.BUDGET AND FINANCE: • Process request in UMOJA, claims and financial reports following field missions. • Follow up on payment to suppliers. • Assists in the preparation and review of financial and human resource proposals/requirements. Consolidates budget/work programme with respect to Headquarters’ budget, trust funds, grants and procurement. • Assist in monitoring expenditures and compares with approved budget; prepares adjustments as necessary. • Assists managers in the elaboration of resource requirements for budget submissions. • Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures • Processes the payment of contractors’ invoices validated by the Head of Office and monitor payments. • Performs other duties as assigned

Education
Completion of High school diploma or equivalent is required. Relevant first-level university degree may be accepted in lieu of two years of required experience.

Work Experience
A minimum of seven (7) years of progressively responsible experience in administrative services, finance, accounting, audit, human resources or related area is required. The minimum years of relevant experience is reduced by two (2) years for candidates who possess a first level University degree. Work experience with an Enterprise Resources Planning (ERP) system, such as Umoja or similar, is desirable. Work experience with the United Nations or similar international organization is desirable. One(1) year or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written French is required. Knowledge of English is desirable. Knowledge of another official United Nations language is an advantage. NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and ” Knowledge of equals a rating of’ confident” in two of the four areas
