JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the Executive Office, Department for General Assembly and Conference Management (DGACM), New York. The Finance & Budget Assistant reports to the Finance & Budget Officer / Regular Budget Team Lead.’
Responsibilities
Within delegated authority, the Finance and Budget Assistant will be responsible for the following duties: • Provides support with respect to the review, analyses and preparation of annual budget templates / documents and monthly management reports. • Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements and PBI calculations. • Assists the Finance and Budget RB Team Lead in the area of position management. • Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies. • Monitors expenditures and compares with approved budget; prepares adjustments as necessary. • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. • Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. • Monitors integrity of various financial databases. • Reviews travel related requests and supports the Department with administration of group and individual travel in relation to conferences away from HQ and for incoming travel to HQ. • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. • Performs other related duties, as assigned.

Work Experience
A minimum of seven years of progressively responsible experience in administrative services, finance, budget or accounting is required. The minimum years of relevant experience is reduced by two years for candidates who possess a first level University degree. A minimum of two years of experience in the Enterprise Resource Planning and business intelligence tools (in SAP Umoja or similar) is required. Experience with budget formulation, implementation, monitoring and reporting in line with the principles of results-based budgeting is required. Experience with complex data analysis and data visualization is required. Experience with processing and trouble-shooting travel and procurement requests in an Enterprise Resource Planning systems is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
