*** T his position is open for Cambodian nationals *** JOB SUMMARY: CARE Cambodia is seeking an experienced Country Program Representative (CPR) who can deliver on a strategic shift – from a conventional INGO model towards a more agile future-oriented office – that co-creates and drives innovative and high-impact solutions with varied partners. The role requires leveraging technology, creative program strategies, and partnerships with diverse stakeholders, including but not limited to, social enterprises, start-ups, private sector organizations etc. to achieve CARE’s mission in Cambodia, with a particular focus on women and youth, decent work and climate resilience. The position will play a role in leading fundraising strategies and business development activities in line with CARE Cambodia’s future, unlocking new streams of income to sustain and expand CARE’s impact with support from the regional office, and coordination with relevant CMPs (CARE Member Partners) and other internal stakeholders, as needed. S/he will be expected to show high levels of understanding in a diverse range of programming areas, particularly of engaging the private sector to address social issues in Cambodia. As the most senior position based in country, the CPR will serve as a representative of CARE in Cambodia establishing positive working relationships with other players, including government agencies, local and international NGOs, women- and youth-led organizations and social movements, engaging in advocacy and dialogue leading to policy influence. The position will oversee and guide the team responsible for the day-to-day management of the Office, encompassing both program and operations staff. This will be achieved in close collaboration with the regional office and with the leadership and support of the Program Director, who will spearhead program implementation in coordination with key departments and functions. These include, but are not limited to, Business Services, Program Operations, the Security, Operational Access, and Risk Unit, the Shared Service Center, and People and Culture. RESPONSIBILITIES: Partnership and Resource Mobilization Unlock non-traditional funding sources and support in developing innovative financing models to support key initiatives, especially in climate change, youth engagement, and private sector partnerships. Collaborate with businesses and private sector partners to design shared value partnerships that opens up new funding avenues and support CARE’s mission. Cultivate and maintain strong relationships with existing and potential donors, including bilateral and multilateral agencies, foundations, and private sector donors ensuring financial viability of the office. With support from the supervisor, collaborate with CARE’s global fundraising teams to develop innovative financing models for climate change, youth-focused and other relevant projects. Build relationships across sectors (corporate, government, civil society, impact investors) to drive collective action and create joint ventures that leverage diverse strengths for greater impact. Develop strategies that promote local ownership of projects and ensure that partners are well-equipped to continue initiatives independently. Support and work effectively in coalitions, networks and social movements. Representation and Advocacy With support from the region, develop and implement advocacy strategies that align with CARE’s mission, leveraging data and programmatic impact to influence policy changes at national and international levels. Represent CARE in high-level forums, conferences, and meetings, locally. Ensure donor and government reporting is undertaken to agreed standards and in a timely manner. Program Strategy and Management Lead the preparation and implementation of the overall country Program Strategy in line with CARE Cambodia’s future strategy, national development plans, and current CARE programming priorities. Seek and develop strategic partnerships, especially with private sector players, necessary to promote CARE Cambodia’s vision. In coordination with the regional office, review and ensure that the most efficient CO program management structure is established to support the shift towards nimble and agile operations while maintaining functional disciplines and a strong internal control environment. Support in driving a compelling vision for CARE Cambodia’s future, challenging the status quo to inspire new approaches to social impact. Use systems thinking to analyze complex social issues in Cambodia and identify high-impact leverage points to drive change (some particular focus areas for CARE are youth and climate resilience). Leverage emerging technologies and digital platforms to enhance the reach, efficiency, and impact of CARE’s programs. Embrace calculated risk-taking, promoting a culture of innovation and continuous learning. Ensure that CARE programs and projects are managed in a manner which achieves the program/project goals, is in line with CARE policies and procedures and demonstrate sound resource stewardship management. Personnel, Program, Operational and Financial Oversight Provide strategic oversight and guidance to the Program Director/ Finance and Operations in charge on effective management of the country office’s program and operations, through support from the region and other internal members of CARE USA. Oversee the performance and progress of technical specialists monitoring and CARE Cambodia’s program management and operations, ensuring the effective execution of programs across all sectors (youth, climate change, and private sector engagement). Monitor work of Program Director to ensure grant management processes and compliance with donor requirements and organizational standards. Foster collaboration across functions and support the development of high-performing, diverse teams that integrate expertise in technology, social innovation, private sector partnerships, and development approaches. Promote a culture of innovation by empowering the team to explore creative solutions, experiment with new approaches, and iterate to address complex challenges effectively. Promote a productive work environment in line with CARE’s values and the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons. QUALIFICATIONS: Bachelor’s degree in a relevant field (e.g., International Development, Public Policy, Social Sciences, etc.). Experience in setting up a social enterprise/ social business with proven impact. Experience in leading Market system-based large programs. Experience in design thinking/ systems thinking to solve social challenges/ issues, will be an advantage. Experience in engaging with diverse stakeholders, including the private sector, startups, and securing funding from non-traditional sources. Experience in the private sector will be an added advantage. Ability to work in a diverse multi-cultural team, accommodate time zones, and navigate a complex organizational structure. Demonstrated experience in program design (including proposal development), especially through engaging private sector players. Demonstrated ability to drive visionary change, and inspire teams toward achieving ambitious goals. Experience developing inclusive organizational strategies and fundraising in Cambodia. Strong understanding of the Cambodian context, including its political, social, and business landscape. Exceptional relationship-building and networking skills. Proactive, communicative and disciplined professional persona that is engaged and flexible. Fluency in English and Khmer is required.
