Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

 

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

 

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

 

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

 

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

 

ORGANISATIONAL CONTEXT

Under the direct supervision of the Director of the Division of Judicial Services, the Information Management Services Section ensures that the Registry puts in place adequate information management services, for the benefit of all organs and activities of the Court. The Information Management Services Section will also provide services to other Registry clients, including external parties relying on the policies and technology of the Court. Information services consist of:

 

Information management activities which include:

Developing policies and best practices for the management of (digital) documents, records and archives; library services and knowledge management, whether technology based or not. Information systems support including systems development, administration and integration. Technology services operations support, including end-user services, communications and networking technology, audio-visual technology.

Information security activities, including developing policies and best practices, implementing information security standards and managing risk related to information, whether technology based or not.

 

The Information Management Services Section provides:

Advice on best practices addressing the needs of its clients and the Court’s and Registry’s strategic objectives.

Integrated solutions (i.e. systems, policies and processes) relying on industry best-practices on all aspects of information services related to capturing, storing, preserving, delivering, securing and managing information and communication.

Leadership and dialogue with clients in relation to the innovation, awareness and adoption of new

information practices, tools and technology-enabled processes and practices that will improve productivity, effectiveness, information sharing and availability.

Strategic input and support for the implementation of a continuous change management process harnessing the use of information and technologies.

 

DUTIES AND RESPONSIBILITIES

 

Within this framework, and under the direct supervision of the Chief IMSS, the incumbent will perform the following duties:

    • Plans and leads the Architecture and Service Delivery Unit responsible for the management of the technology infrastructure, manages staff and financial resources and provides leadership in the development of a holistic approach to the Court’s strategy, processes, information, and information technology assets;
    • Develops plans and strategies to support the design, development, implementation and ‘change management’ of the technology infrastructure and related technologies of the Court;
    • Determines the business implications and provides technical expertise, analysis, and direction with respect to the current technical architecture and platform components for Court business systems and support applications as well as for the design, development, and implementation of the future vision and related information technology plans, strategies, and budget estimates;
    • Works with other units in the development of IMSS technical solutions that are compatible, complementary, and ‘integration ready’ where feasible, and in accordance with security standards, best practices, international and industry standards, ICC policies and procedures and contract related timelines and deliverables;
    • Challenges, as the ICC enterprise and solutions architect (and in collaboration with other unit heads), technical designs and proposals concerning systems, applications, architecture/platform components and participates in negotiations for technology design and/or support services with external service providers;
    • Develops IMSS policies and standards in collaboration with unit heads, including the definition of acceptable level standards and the development of tracking and monitoring systems;
    • Develops and implements a multi-focussed monitoring framework to generate data and statistics to assess performance and technology issues, ensure on-going system and technical maintenance as well as conformance with current plans and strategies;
    • Perform other duties as required such as assisting with budget preparation, programme reporting and other ad hoc reports.

 

ESSENTIAL QUALIFICATIONS

 

Education:

Advanced university degree in telecommunications, computer science, information systems, business

administration or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Work Experience:

A minimum of seven years (nine years with first-level university degree) of relevant work experience in information and communications technologies.

  • Demonstrated experience of at least five years of experience in eliciting, analysing and implementing business requirements in legal environment is required;
  • Demonstrated experience maintaining organisational policies and procedures used within the UN
  • common system (preferably ICC context) is required;
  • Demonstrated experience and practitioner/professional certification on formal project management framework (PRINCE2 or PMI) is required;
  • Demonstrated experience and certification in applying formal IT management framework (ITIL or COBIT) is required;
  • Demonstrated experience and certification in implementing systems and services according to a formal architecture design framework (TOGAF, MODAF or similar) is required;
  • Demonstrated experience in managing technology related budgets (at least several million euros) is required;
  • Demonstrated experience managing large contracts at all stages from procurement up to the delivery of services is required.

Knowledge of Languages:

Proficiency in one of the working languages of the Court (French or English) is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.
