THE OPPORTUNITY

 

Plan International Pilipinas Foundation Inc. will implement a five-year project entitled: A Gender-Responsive Systems Approach to Universal Health Care (GRASP-UHC) in the Philippines.

 

This intervention aims to improve the health outcomes of vulnerable populations, by enhancing the capacity of local government units (LGUs) to provide affordable and equitable access to healthcare goods and services through effective Universal Health Care (UHC). The project will be implemented in collaboration with Plan International, The Zuellig Family Foundation (ZFF), the Unité de santé internationale de l’Université de Montréal (USI-UdeM), and local civil society organizations.

 

In line with this project, we invite competent, experienced, and committed professionals to fill the following position.

 

The Gender Equality and Inclusion Specialist will provide technical and project management support to the GRASP-UHC project team on gender policies, trends, implementation, and assessment of the project’s Gender Equality and Inclusion (GEI) action plan and establish relevant linkages to Plan International Pilipinas and partner ZFF’s development and humanitarian programs and projects.

 

Further, as the Gender and Inclusion Specialist:

 

  • You will provide technical leadership in the review and analysis of health systems data using a GEI lens, to develop technical guidelines/guidance, project protocols and tools for project quality assurance, GEI advocacy monitoring and evaluation, and integration with other programs.
  • You will work with the project team in analyzing staff and partner/s’ capacity gaps to gender equality and inclusion mainstreaming and in designing and facilitating the delivery of capacity-building support to address those gaps.
  • You will conduct regular field visits to provide direct and immediate assistance to the project team and track project soundness and progress as aligned with the gender transformative marker action plan.
  • You will regularly coordinate with the project monitoring, evaluation, research, and learning specialist and expert for inputs and consolidation of GEI-related information, analysis of data, and reporting of the progress of implementation.
  • You will create venues for regular GEI technical consultation, interaction, and collaboration with offices and personnel of the Department of Health and other relevant stakeholders (i.e. LGUs, local health boards, and community organizations) to ensure alignment of purpose and generate a sustained commitment towards a shared vision for the project.
  • Plan International Pilipinas Foundation Inc. is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities.

 

DO YOU HAVE WHAT IT TAKES?

 

To be successful in the role you will need among other things:

 

  • Graduate of Social Sciences and other related courses; an Advanced degree is an advantage.
  • Five (5) years of solid experience in development work, implementing GEI/GESI/GEDSI programs.
  • Has completed relevant training on Advanced Gender Equality and Inclusion, Community Development, Monitoring and Evaluation, Rights-based Programming, Child sexual exploitation and abuse, Gender-based violence, Sexuality and reproductive health, and Universal health care.
  • Has a very good understanding of the legal foundations of the protection of the rights of children.
  • Has good demonstrated skills in verbal and written communication.
  • Has proven excellent critical and analytical thinking skills.
  • Ability to work collaboratively in a diverse and dynamic team.
  • Able to communicate technical concepts clearly to a non-technical audience.
  • Applicants must be based in the Philippines and a Filipino national.

Location: Makati City, Metro Manila, with fieldwork at the project sites.
