Mission and objectives

UNDSS provides security expertise to all United Nations Security Management System entities, to enable the planning and safe conduct of mandates, missions, activities and programmes of the United Nations system, while ensuring the safety and security of personnel and the security of United Nations premises and assets.

Context

The 24/7 Security Operations Centre (SOC) in Kazakhstan is a resource cost-shared at the country level, managed by UNDSS, to support the safety and security of UN personnel, premises, assets, and operations within the United Nations Security Management System (UNSMS). The SOC is physically located in the UN Plaza in Almaty, Kazakhstan. It is equipped with both regular and specialist telecommunications equipment, including internet, e-mail, phones, and radios to carry out both routine and emergency work. Such equipment dedicated for security across the UNSMS comprises the Security Communications System (SCS). The primary function of the SOC is to monitor the security situation across Kazakhstan and relay key information, advice, and/or instructions in a timely manner to UNSMS personnel (and others as required). Additional functions include information and data management, such as maintaining databases of security-related incidents and essential details relating to UNSMS personnel, premises, and vehicles. The SOC is also a crucial “first responder” for callers in need of assistance. This could include facilitating a response from host government emergency services, as well as mobilising UN resources. As a fundamental safety and security resource, the SOC directly enables the work of the United Nations.
