Background: The World Bank Office in Belarus is seeking an Assistant to provide administrative, logistical and operational support for Belarus Country Office. Since 2022 the program in Belarus is fully suspended and WBG presence in the country is minimal. The Team Assistant will be working under the guidance and supervision of the Acting Country Manager (based in Warsaw, Poland) and report to the Manager of Operations and/or Acting Country Manager. The Team Assistant carries out a range of office support work in the Country Office, related to support managing daily correspondence; scheduling and organization of meetings; making payments, submitting VAT claims; managing the necessary travels by CO STT driver and other ad hoc tasks as determined by the Acting Country Manager.
This will be one year reviewable contract.
Responsibilities may include:
• Serving as the point of contact for all types of incoming requests (administrative and operational) for the WBG Country Office in Belarus (IBRD + IFC).
• Taking active part in the process of the selection of the new office premises for Belarus Country Office – identifying the location, collecting necessary internal clearances, compiling a package of documents for external final clearance by Dipservice. Once approved – facilitating the local move from the temporary office to the new premises (incl. assets – furniture and equipment – in the storage).
• Providing administrative and operational support to Country Team, drafting routine correspondence for the exchanges regarding loan funds, repayments and other related matters in close cooperation with Operations Officer, WFA and Treasury (as needed); maintaining schedules of internal meetings, monitoring changes in meetings and calendars, assisting in contacts with the Bank’s counterparts in and out of Belarus and coordination with Global Practices in the Bank.
• Working with Bank platforms such as ePayables (weekly submission of invoices for further processing and payment) and travel (creation of TRs for CO STT driver, mostly for cross-border transfers to Poland and Lithuania). Reviewing and forwarding to BPSEM Ukraine team Fuel Consumption monitoring, prepared by CO driver.
• Working regularly and substantially in more than one language, to include translating/drafting a variety of standard documents/correspondence, applying effective proofreading and grammar skills in English and Russian.
• Using word processing or desktop publishing skills to format complex texts, reports, figures, graphs, etc., according to standard Bank formats and distribution guidelines.
• Ensure accurate and timely filing (SharePoint and Minsk shared drive) of all related working documents: incoming and outgoing correspondence, approvals, payment confirmations and other applicable documents.

 

Selection Criteria

 

• Minimum Educational required: Higher education (completed), advanced degree preferred
• Excellent written and verbal communication in English and Russian
• Excellent use of MS Office applications
• At least 2 years of working experience (similar position)
• Ability to pass relevant Bank tests, as required
• Ability to think creatively and to share ideas
• Strong organizational, interpersonal and time management skills
• Ability to coordinate multiple tasks and complete assignments with tight deadlines
