Duties and Responsibilities
BACKGROUND: With the 2030 Agenda for Sustainable Development at its core, and in response to the General Assembly resolution 71/243 on the quadrennial comprehensive policy review of operational activities for development of the United Nations system, the UN Secretary General’s report (December 2017) “Repositioning the United Nations development system to deliver on the 2030 Agenda: our promise for dignity, prosperity and peace on a healthy planet” puts forward a comprehensive proposal on further improvements to the resident coordinator system to ensure more coherent, accountable and effective support for the 2030 Agenda. This was further reinforced by General Assembly resolution 72/729 of 1 June 2018, which gave the Secretary-General the mandate to implement the repositioning. A reinvigorated resident coordinator system is at the centre of a repositioned United Nations development system, and while the system has been instrumental in driving coherence on the ground over the past four decades, it is now insufficiently robust to respond to the needs of the 2030 Agenda. The report stresses that resident coordinator offices will need to be adequately staffed to ensure sufficient substantive capacities to lead United Nations country teams. The core capacity includes expertise in coordination and strategic planning, economics, tailored policy support, results monitoring and evaluation, and strategic partnerships, plus a robust standing communications capacity within the United Nations country team. This post is part of this new generation of resident coordinator office, with the new skillset and competencies required to deliver on the 2030 Agenda. Organizational Setting and Reporting Relationships: The position is located in the United Nations Resident Coordination Office (RCO) and typically reports to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader. Responsibilities: Within delegated authority, the Associate Development Coordination Officer, Data Management and Results Monitoring/Reporting will be responsible of the following duties: 1. Coordinate Monitoring and Reporting of UNCT Results under the UN Sustainable Development Cooperation Framework. 2. Support inter-agency efforts on development of the new Joint Workplan of the Cooperation Framework particularly through the UNINFO platform. 3. Provide general coordination support, including on the UN development system reform implementation at country level. 1. Coordinate Monitoring and Reporting of UNCT Results under the UN Sustainable Development Cooperation Framework (UNSDCF). • Support UN Country Team, Programme Management Team, and CF Outcome Groups (results groups) in compiling annual progress data. • Support inter-agency efforts on results and progress monitoring and reporting on the UNSDCF and Joint Programmes, particularly through UNINFO; • Act as the administrator for UNINFO, support and coordinate the inputs from the UN Country Team into UNINFO and facilitate the development of the Annual UN Country Results Report. • Draft, edit and proof-read sections of the Annual Results Report ensuring integration of SDG targets and alignment with UNSDCF Guiding Principles including Results-Based Management. • Ensure high quality and accuracy of results presented in Annual Results reports and communications materials; • Maintain essential contacts with programme and operations teams to facilitate timely and accurate information flow; • Ensure alignment of JWP activities with UNSDCF Guiding Principles. 2. Support inter-agency efforts on development of the new Joint Workplan of the Cooperation Framework particularly through the UNINFO platform. • Compile information and provide analytical and coordination support in the preparation and implementation of country programming processes and products, specifically development of the new bi-annual workplan. • Provide effective liaison and promote efficient interaction between CF Outcome Groups (results groups) and thematic working group(s) in the preparation and implementation of the Joint Work Plan, ensuring a results focus; • Assist in the preparation of joint UN initiatives, including by regularly updating information on ongoing joint programs and of data on funding requirements. 3. Provide general coordination support, including on the UN development system reform implementation at country level • Assist the UNRCO in the day-to-day systematization of activities, maintain the RCO & UNCT shared drive, shared calendars and Teams databases making sure that notes and reports are timely drafted; reviews and analysis are shared within the unit; innovative ideas are brought forward. • Support the preparation of briefing notes and talking points for the UNRC and UNCT or contribute to internal/external briefings; • Support the preparations of effective presentations, and factsheets to convey messages using charts, maps, infographics and tables • Collect, prepare and systematically update information material (meeting minutes, fact Sheets, backgrounders, data tables), briefings, and presentations on the situation, in coordination with the Head of Office; • Contribute flexibly to other activities of the UNRCO team in support of the RC system and Delivering as One, including backstopping arrangements.
Qualifications/special skills
Education: Advanced university degree (Master’s degree or equivalent degree) in business or public administration, information management, statistics, sustainable development, social sciences, education or related area. A first-level university degree in combination with one additional year of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of two years of progressively responsible experience in providing strategic support to research and data analysis, knowledge management or project/programme management in the context of development cooperation or related area is required. Additional requirements: The consultant must be a Guinea-Bissau national with local experience and knowledge of the national language, culture, institutions, and systems.
Languages
Language: Fluency in one of the working languages of the UN Secretariat, English is required, and Portuguese is added advantage; Knowledge of another UN official language is an advantage.
