UNDP Timor-Leste is implementing its Country Programme Document (CPD) for Timor-Leste (2021-2025) which is linked to the United Nations Sustainable Development Cooperation Framework (UNSDCF) and aligned with national priorities. It is focused on three main outcome areas:

  • Sustainable economic opportunities and decent work for all.
  • Resilience to climate chance and the sustainable management of ecosystems.
  • Accessible accountable and gender-responsive governance systems, institutions, and services at national and municipal levels.

UNDP supports the Government of Timor-Leste through policy and advocacy, capacity building, knowledge management and service delivery interventions at national and subnational levels. UNDP requires a competent and committed professional to support the monitoring and evaluation of the CPD’s implementation. Moreover, the expert will provide extra assistance to strategic projects (E.g; GCF) that require specific M&E support.

The Monitoring and Evaluation (M&E) Analyst is located in Timor-Leste Office and works under the overall authority of the UNDP Resident Representative and under the direct supervision of the Deputy Resident Representative and in close collaboration with heads of the 3 Programmatic Units, project managers and M&E focal points.

Duties and Responsibilities:
The M&E Analyst will contribute to the results-based monitoring framework and the related strategies and will ensure the duly implementation of the monitoring and evaluation plan. S/he will have technical role in improving the quality of results tracking and reporting and in strengthening institutional monitoring and evaluation capacities for the GCF Project and support CO. S/he is expected to work with the GCF team and other in collaboration with thematic programme teams and operations; and support UNDP and national counterparts to ensure M&E aspects are well internalized and applied in the Project and CO.

Under the direct supervision of the UNDP Deputy Resident Representative jointly with the GCF Project Manager, the M&E Analyst will implement his/her task in line with the duties and responsibility as outline below.

Lead Capacity Building and Systems Strengthening for M&E:

  • Advise the establishment of a robust M&E framework engaging all relevant staff to strengthen planning, implementation, oversight and monitoring of workplan activities.
  • Provide technical support to elaborate Projects Annual Work Plan (AWP), the IWP, the Result-oriented annual reporting (ROAR);
  • Provide technical support on RBM and M&E and institutionalize use of M&E tools and plans to enable UNDP staff and Implementing Partners to effectively guide programme delivery and ensure efficient utilization of funds.
  • Provide quality assurance (ex: PQA, Project Quality Assurance) of the results frameworks in relation to the CPD as well as the donor funded programmes.
  • Promote evidence-based programming through identifying data and knowledge gaps and the most efficient and effective ways of bridging the knowledge gaps; #
  • Provide close monitoring with programme staff to ensure availability of data to feed into corporate dashboards and monitoring systems, as well as the external reporting requirements.
  • Design and provide implementation of any thematic evaluations and end of programme evaluation as well as tracking the implementation and follow up of evaluation recommendations.
  • Facilitate in knowledge sharing of results, lessons and experiences across programme areas.
  • Enhance capacities of M&E officers at the project’s levels and the National M&E Associate.
  • Contribute to the audit/s, evaluation/s (including monitoring in the ERC), ICPE, CPD Project Board Meeting etc.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

  • Coordinating with programme officers on regular monitoring of Country Programme implementation.
  • Guiding programme staff in preparing annual reports.
  • Conduct field monitoring and submit the field reports on timely manner.
  • Facilitating monitoring and updating information for UNSDCF matrix on regular basis.
  • Contributing to the UNSDCF Result Group.
  • Facilitating quarterly update progress report of programme activities.

Required Skills and Experience:
Education:
  • Advanced university degree (master’s degree or equivalent) in social science, economics, public administration or related field is required or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advance university degree.
Experience:
  • A minimum of 2 years (with a master’s degree) or 4 years (with a bachelor’s degree) of relevance experience in monitoring and evaluation for development-related projects and programme.
  • Experience in the area of results-based management, monitoring and evaluation, statistics and/or research methodologies.
  • Ability to design and implement tools and strategies for data collection, analysis and production of reports.
  • Experience in facilitating and coordinating collection and consolidation of results and progress monitoring and reporting.
  • Relevant computer skills, specifically Microsoft Office.
  • Experience in Data analysis skills and familiarity with statistical software.

Required Languages:

  • English
  • Working knowledge of Portuguese is an advantage
