JOB DESCRIPTION

Background:

 

In 2024, the OSCE Mission in Kosovo (Mission) Department for Security and Public Safety (DSPS), is implementing the project on “Further enhancing community safety forums and increasing public confidence and satisfaction in policing (phase VI).” The project foresees implementation of several activities, which contribute to the achievement of the overall goal of the project to ensure that all communities and under-represented groups, including women and youth, access and participate in community-safety mechanisms and increase confidence in community policing.  The integrated community policing and intelligence led policing strategy is the prime focus of KP to achieve this and Activity 2.6 Training on Open – Source Intelligence (OSINT) Analysis is a key component for this. At the request of the Kosovo Police (KP), in June, the Mission will support the KP in organizing a three-day training course on Open – Source Intelligence (OSINT) Analysis, which will entail the following topics: practical research methods and the latest technology, research techniques and tools to collect, assess and analyse data capture. After the completion of the training, 25 participants from the KP will be competent to conduct this analysis. The purpose of the training to be delivered by the international consultant is to advance the capacity of the KP and enhance the knowledge of police officers in profiling suspected persons and developing analytical products. Additionally, police officers will learn about the most functional approaches and how to provide decision-makers with timely, qualitative and credible intelligence, enabling them to make informed decisions, thus increasing efficiency, confidence, and quality of services, thereby providing a safe and secure environment for all residents. The training package will also contain thematic lectures and targeted discussions on analytical data capture and on the best procedures to achieve this.

 

Objective of Assignment: 

 

Delivering open-source intelligence (OSINT) analysis training to equip 25 analysts from the KP with the skills necessary to carry out practical research methods, knowledge of and the ability to use the latest technology, research techniques and tools to collect, assess and analyse data.

 

Duration of Assignment:

 

The expert will be hired for five (5) working.

 

Tasks and Responsibilities:

 

  1. Develop the training methodology and materials in consultation with the activity manager, and submit draft agenda, presentation slides and case studies prior to the training.
  2. Deliver a three-day training course on practical research methods and the latest technology, research techniques, and tools to collect, assess and analyse data capture for drafting analytical reports
  3. Conducting pre-training evaluation in order to understand the prior knowledge of the recipients of the topics covered in the training, in order to design a course flow that would be appropriate for their level
  4. Conducting post-training evaluation in order to determine whether the training was beneficial to the participants
  5. Produce post-training evaluation report and recommendations for further action by the OSCE Mission in Kosovo

Deliverables:

 

  • By 2 May 2024, submit the presentation, agenda and corresponding materials to the activity manager for approval and potential amendment
  • From 11-13 June 2024, deliver a three-day training to 25 participants
  • Pre-training evaluation conducted by 25 participants and the results of the pre-training shared with the activity manager.
  • By 20th June 2024 submission of the draft final report to Project manager, including oral and written feedback, with recommendations for any future training, to the satisfaction of the project manager.
  • By 30 June 2024, deliver a final report to the CSDS Project Manager summarizing the observations during the training

 

Necessary Qualifications:

 

  • University degree in criminology, in particular on OSINT Analysis, or other similar vocational qualification relevant to the topic;
  • Minimum 5 years of training experience in the area of OSINT Analysis, and in particular, practical research methods and the latest technology, research techniques, and tools to collect, assess and analyse data capture;
  • Proven experience in delivering specialized training courses to law enforcement agencies and public institutions;
  • Previous experience of working in a capacity-building role;
  • Excellent spoken and written English language is mandatory;
  • Demonstrated ability and willingness to work as a team member, with people of different cultural and religious backgrounds and different gender, cultural sensitivity, and judgment
