The Agenda 2030, based on a set of 17 Sustainable Development Goals (SDGs), is underpinned by a strong commitment to leave no one behind and to reach the furthest behind first. It recognizes the multi-dimensional nature of poverty and inequality and provides a framework that comprehensively addresses all dimensions of well-being. Pakistan was one of the first countries in the world to endorse the Sustainable Development Goals (SDGs) at the Sustainable Development Summit held on 25 September 2015. In 2016, Pakistan Parliament unanimously approved the SDGs as the national development agenda. Since then, Pakistan has demonstrated an impressive policy, institutional, and financial commitment to achieving SDGs, embracing the 2030 Agenda for Sustainable Development, and leaving no one behind by adopting the UNDP-supported Goals frameworks as part of its national development planning. Since adopting the Sustainable Development Goals as the National Development Agenda, the Punjab Government took the lead in establishing the SDGs Support Unit at the Planning & Development Board in collaboration with the United Nations Development Programme.

As a second-generation intervention of the long-standing National Initiative for SDGs (2016-2023), the Punjab SDGs Plus Project, as a joint initiative of UNDP Pakistan and the Government of Punjab, is launched to strengthen a policy integration approach, evidence-based decision-making, resilient institutional capacities, diversified partnerships, mobilization of innovative financing, and integrating climate resilience, innovation, social protection and inclusion. The project is anchored by an integrated framework comprising three key areas based on the provincial priorities, including:

  • Objective 1: Internalizing SDGs: Improved governance for SDGs aligned equitable and inclusive development planning, budgeting, expenditure tracking, monitoring, and reporting, with a special focus on underdeveloped/marginalized districts to achieve regional equalization.
  • Objective 2: Financing for Development and Climate Resilience: Public and private financing for development, identifying and channeling resources to reduce the development financing gap, focusing on SDG investments and climate financing.
  • Objective 3: Inclusive Development, Social Protection, and Innovation: Gender equality, inclusion, innovation, and digital transformation mainstreamed in SDGs to achieve Leave No One Behind.

The Communications and Outreach Analyst works under the direct supervision of the Project Manager and guidance from the Assistant Resident Representative, Development Policy Unit UNDP and collaborates closely with the UNDP Pakistan DPU colleagues, Punjab Planning & Development Board and the relevant stakeholders at the provincial and district levels.

Duties and Responsibilities:

Under the supervision of the Project Manager, Punjab SDGs Plus Project, the Communications and Outreach Analyst ’s prime responsibility is to ensure the following deliverables:

Strategic Planning and Communications Needs Assessment

  • Ensure the provision of robust strategic planning and advisory services in developing internal and external communication strategies to serve as an audio-visual reference guide reflecting UNDP and the Punjab Planning & Development Board’s on-ground efforts to provide a comprehensive ‘SDG Push’ in key thematic areas to help Punjab embark on a stable, sustainable, and accelerated trajectory of achieving the SDGs.
  • Provide support elaborating communications needs assessments through focus group discussions and consultations and give constructive and timely advice on the inclusion of innovative communication channels and approaches while planning, designing, and implementing project activities and interventions.

Advocacy, Outreach, and Engagement

  • Lead the communications front to maximize outreach and dissemination of flagship initiatives of Govt of Punjab and implementation support provided by UNDP, geared towards effective implementation and localization of SDGs at the provincial and district levels.
  • Develop and maintain close contacts with diverse stakeholders, including government officials, parliamentarians, civil society, academia, youth, partner UN agencies, and the private sector, through policy dialogues, consultations, high-level roundtables, convenings of sectoral Working Groups, webinars, endorsements, and testimonials, launches, and civic engagement through thematic awareness and capacity-building sessions to effectively spread updates on the project’s achievements and interventions.

Develop Knowledge Products

  • Develop outreach material and knowledge products, including publications, giveaways, IEC material, factsheets, newsletters, and advocacy briefs to showcase the project’s significant accomplishments for increased visibility and awareness.
  • Ensure identification and development of storylines for publications and substantive articles contributing to debates on key development issues.
  • Coordination and management of all activities, including content management, norms for publishing, design, and liaison with printers, production houses, advertising firms, and other suppliers to oversee production and supervision of IEC and publications.
  • Provide support in formatting, packaging, and submission of project progress reports for donor review in close collaboration with UNDP CO, and project staff.

Media Dissemination

  • Establish strong media contacts to ensure increased coverage and understanding of the project’s work at national, provincial, and district levels.
  • Ensure increased visual and social media presence by developing crisp and impactful digital content, including engaging posts, press releases, media kits, blogs, op-eds, and photo essays, and showcasing significant accomplishments and activities through enhanced social, print, electronic, and online media visibility.
  • Supervise customizing the design and maintenance of a web-based knowledge management system.
  • Ideate and implement innovative and engaging media campaigns, develop ToRs and crisp and impactful digital content, highlighting the development issues, and crucial development reforms implemented by the Government of Punjab, in collaboration with UNDP, showcase interventions, research studies, and programs, and create a call to action to mobilize resources for resilient and equitable economic development in Punjab.

  • Multimedia writing/editing: Ability to enhance the project’s presence through social, print, online, and outdoor media through impactful content writing, data analytics, and reporting.

Required Skills and Experience:
Education:
  • Advanced university degree (master’s degree or equivalent) in Mass Communication, Journalism, Development Studies, English Literature, or any other relevant disciplines is required. Or
  • A first-level university degree (bachelor’s degree) in the above fields of study, in combination with an additional two years of qualifying   experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of progressively responsible communications experience at the national or international level.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP.
  • Experience in strategic planning and decision-making, self-management, delivery, leadership, creativity, and negotiating skills.
  • Experience of working on digital marketing, stakeholder engagement, outreach, branding and marking, campaign development, and event and social media content management.
  • Demonstrated experience in strategic communications, external relations, public affairs, development, and corporate communication with donor-funded projects or public sector organizations in Punjab.
  • Experience in working, liaising, and collaborating with governments, the private sector, NGOs, civil society organizations, and public international organizations.
  • Experience of working with an international, multicultural environment

Required Languages:

  • English and Urdu
  • Knowledge of other local languages is an asset
