MIGA’s Europe Hub (MIGEA) is currently recruiting an Extended Term Consultant, with experience in developing transactions in the infrastructure sector, public and private, knowledge of infrastructure & project financing, including at the municipal and state -owned enterprise (SOE) level, PPP appraisal, structuring, urban transportation client relationship management experience, to identify new business opportunities, achieve business targets and grow MIGA’s guarantee business. The position will be based in Frankfurt, Germany and supervised by the Head of Eastern Europe Sub Region.
 
Duties and Accountabilities
  • Lead/contribute to developing Paris-aligned projects in ECA including, but not limited to urban mobility, opportunities for development of railways, logistics, e-mobility, etc. 
  • Support the preparation of new projects that meet the country needs and maximize the added value of the World Bank Group, identify potential new investors, develop leads, and nurture client relationships to advance transactions into ECA.
  • Provide strategic advice and recommendations to the Regional Head for ECA and the Global Head for Infrastructure on programmatic and transaction-specific opportunities, assist the ECA Regional Team in building high-level strategic relationships with governments, SOEs and other partners to identify and develop business opportunities for MIGA’s guarantees support 
  • Contribute to the Infrastructure sector knowledge and insights to help:
    • enrich MIGA’s interactions with its private sector clients and 
    • evaluate specific project opportunities/transactions in ECA
  • Conduct independent research on various topics across different sectors and regions, including preparation of briefing notes for senior management, background information and financial analysis of specific companies 
Specific tasks and responsibilities include but are not limited to:
  • Take guidance from the Regional Head for ECA, Sector Manager for Infrastructure and colleagues covering sub-regions on follow-ups with clients and MIGA internal processes, coordinate with the infrastructure sector team. 
  • Develop a strong pipeline of good quality guarantee project opportunities, that are Paris Aligned, through proactive origination / business development and developing and employing industry / risk management / PRI knowledge
  • Build and maintain strong relationships with partner institutions and clients e.g., World Bank Group entities, MDB’s, Banks specializing in Project Finance, Government Agencies, and the private sector
  • Assist in the formulation, monitoring and updating of MIGA’s strategy for ECA in the infrastructure sector
  • Assist in the development and dissemination of specific market intelligence and sector insights
  • Undertake travel as needed per agreement with the Regional Head
  • Prepare sections of relevant reports (sector updates, sub-sector information, strategy documents, briefing notes, underwriting papers, etc.) and formulate conclusions and recommendations 
  • Coordinate follow- up as required with sponsors, financiers, and public sector counterparties involved in project specification, definition, bidding preparation, negotiation, awarding of contract and project implementation and monitoring
  • Track status of projects at various stages in MIGA systems and provide regular updates as agreed with country representative or another designated person
  • Write routine reports independently, including minutes of meetings
  • Work in project teams with staff from other units and participate in cross-agency initiatives relevant for the Europe Hub, as required

 

Selection Criteria

 

  • Master’s degree (e.g., in international Business, Finance, Economics, or related field) plus a minimum of 8 years’ experience or an equivalent combination of education and experience working with institutional investors, including new business origination, client relationship management, deal execution.
  • Extensive knowledge of emerging markets finance and economic development as well as an understanding of issues related to investment insurance and foreign direct investments in emerging markets.
  • Sound financial analysis skills, including experience analyzing and structuring projects for commercial and/or public sector investments.
  • Demonstrated high level technical underwriting skills, and proven track record in handling complex project risk underwriting and/or project and corporate finance.
  • Demonstrated high-level understanding of political / sovereign risk guarantee products, and their application in the project and export finance banking fields.
  • Experience in working across boundaries; and in joint project ventures with key multilateral and bilateral institutions.
  • Strong client orientation, diplomatic skills, as well as sensitivity to social and cultural issues as they affect multilateral risk mitigation and investors going into developing countries.
  • Proven track record in delivering high quality work results.
  • Experience in guiding, mentoring, and coaching junior staff on technical and business issues.
  • Outstanding English communication skills; able to make persuasive oral and written presentations.
  • High degree of discretion, ethics, tack, and sensitivity in handling confidential and sensitive information; ability to maintain high standard of personal integrity.
  • Language requirements: English (required), knowledge of French, Spanish, and/or languages in ECA is a plus.
