JOB DESCRIPTION

Background:
Following the development and implementation of previous justice strategies, namely the Cross-Sector Justice Strategy 2016-2020 (CSJS I) and the Cross-Sector Justice Strategy 2021-2025 (CSJS 2021-2025), the Government of Albania is beginning the drafting of a new phase of the justice strategy, namely the Cross-Sector Justice Strategy 2024-2030. This strategic document will serve the Albanian authorities to further consolidate the justice sector reforms, strengthen the legal and institutional basis, as well as better align Albanian justice system with the best European standards and practices.
The OSCE Presence in Albania (hereinafter ‘the Presence’) aims to support the national authorities and institutions in the process of preparation of the new justice strategy, with the aim of promoting rule of law and respect for human rights in Albania, in line with the OSCE standards and commitments.
In this context, the Presence seeks to engage a local expert to support the Presence and the local stakeholders in developing the Cross-Sector Justice Strategy, in line with respective international commitments.

Objective of Assignment: 
The Rule of Law and Human Rights Department seeks to engage the services of a local expert to support the development of the Cross-Sector Justice Strategy 2024-2030 and its Action Plan.

Duration of Assignment:
This consultancy is envisaged to last for the period of 6 months.

Tasks and Responsibilities:

  1. Conduct desk review in order to map and assess the legal and institutional framework of the justice sector in Albania and prepare a set of relevant findings;
    Hold meetings with local authorities, CSOs, academia and international actors in order to identify trends, challenges and best practices concerning justice sector;
    Prepare an initial paper with findings from the desk review and meetings with stakeholders, containing an analytical review of the legal framework and practices.
  2. In close collaboration with the Technical Secretariat for the drafting of the Strategy, under the Ministry of Justice, contribute to the development of the Draft Strategy and its Action Plan, by drafting the chapter covering Public Legal Education, as well as contributing to the overall drafting of the log frame and passport of indicators of the Strategy.
  3. Attend and contribute to additional meetings of consultations with public authorities, NGOs, international community and other groups of interest, as agreed with the Ministry of Justice and the Presence;
    Reflect the conclusions of the second round of discussions into the text of the Strategy and its Action Plan, and finalize the documents.

 

Deliverables:
1. Submit an initial paper with findings from the desk review and meetings with stakeholders containing an analytical review of the constitutional, legal and institutional basis of the justice system – by 6 May 2024.

2. Submit the Public Legal Education section of the Draft Cross-Sector Justice Strategy and its Action Plan, reflecting feedback from consultations, among others by inserting a draft log frame and passport of indicators – by 28 June 2024.

3. Submit the Final document of the Strategy and its Action Plan, reflecting comments from consultation processes – by 30 September 2024.

 

Necessary Qualifications:

•    Advanced degree in Law/Human Rights (mandatory);
•    A minimum of five years of work experience as expert/practitioner in the justice sector and human rights field in Albania (mandatory);
•    Extensive knowledge of the legal and institutional basis of justice system in Albania (mandatory);

•    Previous experience in drafting strategic and policy documents in the justice system in the country, including Public Legal Education related documents, as well as experience in IPSIS methodology of drafting indicators for strategic documents (mandatory);
•    Excellent communication, drafting and presentation skills in Albanian (mandatory);
•    Knowledge of OSCE commitments on rule of law, human rights and democracy (desirable);
•    Computer literate with practical experience in Microsoft applications.

 

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
