In Blue Nile region, UN Women in partnership with UNDP and UNEP, is planning to implement the Supporting sustainable peace in Blue Nile State through gender-responsive natural resource governance, inclusive conflict resolution mechanisms and climate-resilient livelihoods project. The primary objective of this project is to promote durable peace in Blue Nile State through the empowerment of women and girls as active agents of change in natural resource management and conflict resolution. Gender equality and women’s empowerment will therefore be central to the delivery of the two major project components. These include: 1) specifically targeting women to develop of climate-resilient livelihoods including by enhancing women’s safety through violence prevention activities and provision of justice for survivors of GBV; 2) strengthening inclusive governance mechanisms by building women’s capacities for leadership and planning (through the Community Environmental Action Planning process); building women’s capacities for dialogue and mediation; increasing the participation of women in peacebuilding mechanisms and processes.

As part of the project component aimed to strengthen the women’s movement and empower women to participate in the peace and security discussions in their communities, UN Women and its partners will construct three women centres in the communities of Alkaili and Samsur (in the localities of Kurmuk and Baw). The women centers will function as empowering as well as civic spaces for women to meet, organize, safely discuss GBV, security and other issues in their communities. The women centers will host activities such as weekly coffee and awareness sessions. A referral system will be linked to the center; a social worker and a psychologist will also be available on a regular basis to provide support services while paralegals and lawyers will be part of the system as well. The women center could host literacy classes as well as include a child-friendly space.

Through his/her expertise, the consultant will assist UN Women and its partners in the process of constructing three women centres, located in the communities of Alkaili and Samsur (in the localities of Kurmuk and Baw).

Under the overall guidance of the Head of Office and direct supervision of the Project coordinator and Women, Peace and Security Program Officer.

Duties and Responsibilities

Description of Responsibilities/ Scope of Work

Under the overall guidance of the Head of Office and direct supervision of the Project coordinator and Women, Peace and Security Program Officer, the consultant’s main tasks will include:

– Conduct multiple site visits to selected communities in Blue Nile State to monitor and supervise the ongoing construction works of women’s centers done by the designated contractor.

– Provide detailed reports on the progress, addressing any challenges encountered, and ensuring compliance with specified construction standards.

– Conduct inquiries and follow-ups on the materials and quotations used by the construction company, ensuring adherence to quality standards.

– Review and approval of contractor progress and final payments and issuing preliminary and final completion certificates.

Deliverables

Describe the final product/s or deliverables (e.g., survey completed, workshop conducted, data collected, reports written, etc.), in the form of SMART indicators to facilitate review of and approval of deliverables.

Specific: The indicator clearly and directly relates to the outcome. It is described without ambiguities. Parties have a common understanding of the indicator.

Measurable: The indicator has the capacity to be counted, observed, analyzed or tested.

Achievable/Attributable: Are results realistic? Can changes in the targeted developmental issue can be linked to the intervention?

Time-bound: Every deliverable has a specific timeline for completion.

Consultant’s Workplace and Official Travel

State whether the assignment requires partial, intermittent or fulltime presence on UN Women premises, and if applicable, a justification on why a full-time presence at a UN Women office is required. Describe expected travel that the consultancy assignment will require, including locations and duration(s).

This is a home-based consultancy, As part of this assignment, there will be a maximum of 10 trips to (Samsoor- Baw, Kurmuk -Kaili).

Required Skills and Experience

Education and Certification:

  • Bachelor’s degree in Civil Engineering or Architecture.
  • Engineering council registration.

Experience:

  • At least 5 years of experience in construction and maintenance of public and private works and buildings;
  • Proven experience in the abovementioned sector in Sudan and proven familiarity with Sudanese laws in the area of construction of buildings for community use;
  • Previous experience working with the United Nations is an asset;

Languages:

  • Fluency in English is required.
  • Knowledge any other UN official language is an asset.
