Job Purpose and Organizational Context

As the United Nations lead agency on international development, UNDP works in 170 countries and territories to eradicate poverty and reduce inequality. UNDP helps countries to develop policies, leadership skills, partnering abilities, and institutional capabilities, and to build resilience to achieve Sustainable Development Goals. Our work is concentrated in three focus areas; sustainable development, democratic governance and, peacebuilding, and climate and disaster resilience. Under the new project, UNDP aims to reduce the risk to life and property and facilitate the safe redevelopment and resettlement to the Karabakh Economic Region by increasing the operational national capacity together with providing institutional capacity to the Mine Action Agency of the Republic of Azerbaijan (ANAMA) to fulfill the mandated roles as defined by presidential decree. This sets out the Foreign, Commonwealth and Development Office (“FCDO”) expectations for a specific Global Project component to be set up and administered by the United Nations Development Program (“UNDP”) for the primary purpose of providing a mechanism for supporting the effectiveness of efforts in the demining and clearance of unexploded ordnance, as well as wider mine action, in the areas affected by the conflict. Particularly, this project will have a cross-cutting aim to promote gender inclusion into the operational areas of mine action, challenge perceived stereotypes on the role of women, and encourage the inclusion of NGOs. This project will also seek to include career path development plans and opportunities for females in the future. More to that, through the project, Explosive Ordnance Risk Education and Victim Assistance will be developed with the support of internationally deployed experts. With the considered overall work, thereis a greater need to recruit operations assistant for the project activities. This role will support the UNDP Mine Action department, working closely with ANAMA Information Management Department and Operations Units, to support the capacitybuilding of ANAMA and implementing partners in Mine Action. Provide operation support to the Mine Action Team, supporting translation, coordination of field administration, and security related aspect, field documentation related operational field trips. The role will be based withinthe Mine Action Team at the ANAMA office in Baku and will require extensive field travel.

In addition, since the Project need help in financial matters, the Project Operations Clerk will be required to assist in carrying out the financial operations as well. In the scope of the project, the UNDP aims to contract the services of Project Operations Clerk who will work under the direct supervision of the UNDP Programme Advisor.

The duty station for the assignment is Baku, Azerbaijan however, the assignment requires the NPSA Holder to make regular trips to the regions together with Mine Action Consultants. This role will require regular travel and overnight stays in the region, along with field visits to observe the teams conducting activities. It’s particularly important that the Project Operations Clerk is aware and prepared to come to the field.

Duties and Responsibilities

The Project Operations Clerk will perform the following duties:

  1. Support to effective and efficient functioning of the project
  2. Support to administrative and logistical services
  3. Other functions related to scope of work.

1. Support to effective and efficient functioning of the project

  • Assist in updating, coordination and implementation of project work and procurement plans;
  • Assist in updating financial spreadsheets with daily transactions, preparing financial reports and balance sheets.
  • Preparation of requests for direct payment in accordance with project Annual Work Plan; create requisitions, vouchers requests and payment orders.

2. Support to administrative and logistical services

  • Management of project vehicle including maintenance & replacement of vehicles, and other tasks as directed by the Project Manager.
  • Liaison with ANAMA Departments, Azerbaijani civilian and military authorities, collate all Operational data (NTS, EOD Clearance, Track Logs, Work time etc), provide operations summaries as required.
  • Provide security management services for Mine Action team to the regions with particular compliance with UNDSS security guidelines and other tasks as directed.
  • Assist in the organization of meetings, training, and workshops as requested by the incoming consultants.
  • Prepare agendas and arrange field visits, appointments, and meetings, both internal and external, related to the project activities and write minutes from the meetings.
  • Accompany the UNDP Mine Action Staff to the field locations and carry out interpretation during travels as required.
  • Provide support to international and local consultants in the implementation of their tasks for the achievement of project results (communication, contracts, agenda, visas, hotel reservation, etc.);

3. Other functions related to scope of work

  •  The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of  the Office and the Organization.

The Project Operations Clerk will performs his/her functions under the guidance and direct supervision of UNDP Programme Advisor.

Experience:
  • Minimum of 3 years with secondary education of progressively responsible administrative, logistical and or finance support experience at the national or international level
  • Proven experience in working in mine action projects
  • Experience in the international agencies or UN Agencies
  • Experience in field visits to regions particularly Karabakh region
  • Experience in development projects

Language requirements:

  • Fluency in English and Azerbaijani is required
  • Knowledge of Russian is an asset
