Job Purpose: The job holder reports to the Head of the Research, Assessment and Monitoring or the designate. The Evaluation Field Coordinator will work in close coordination with the evaluation team, including the evaluation lead and evaluation coordinator from OEV and the Principal Investigator from the International Security and Development Center (ISDC). He or she will oversee the day-to-day implementation of the impact evaluation and liaise with the country office, the survey firms, their assigned enumerators, and the evaluation team. This will include dialogue with local governments and other stakeholders, supervision of data collection activities, analysis, and preparation of papers and reports.

Key Responsibilities (not all-inclusive, nor exhaustive):

Impact Evaluation Coordination:
• Ensure daily coordination between the impact evaluation team (WFP OEV and ISDC), WFP country office, and local counterparts (including the the selected survey firm and the enumerators), ensuring that concerns are effectively communicated between parties, flagging emerging issues that may be of potential concern to one or both parties, and ensuring that effective and productive collaboration is maintained;
• Help ensure that targets are met on time, and that all activities are carried out in accordance with the study design;
• Cooperate effectively with all co-workers, as well as any other stakeholders or external collaborators;

Impact Evaluation, Field Coordination and Supervision

• Work closely with the WFP Country Office to ensure compliance with randomization protocols and treatment assignments are administered according to the agreed upon protocols and plans;
• Monitor implementation activities so that the evaluation team understands and has documented the details of implementation across study areas;
• As requested, gather observational data on key contextual factors (e.g., data on other development organizations operating in study communities).

Quantitative Survey Design and Data Collection Supervision

• Assist in the revision of quantitative survey questionnaires, two follow-up data collection as well as survey manuals; and liaise with technical support staff for survey software as necessary.
• Participate in training and sensitizing of enumerators and field-testing of questionnaires.
• Run pilot survey exercises, provide feedback on field operations and survey instruments, and make and monitor improvements.
• Conduct daily monitoring and supervision of the cooperating partner providing data collection services, helping to ensure that sampling strategies are implemented adequately and that activities are carried out in a timely manner per the TOR.
• Assist the survey team to prepare weekly progress reports of fieldwork.
• Conduct high-frequency checks during data collection to ensure quality control; conduct spot-checks, household re-visits, and re-training of enumerators if needed.
• Ensure data quality, integrity of analysis, and adherence to budget throughout the fieldwork and data entry phases.

Data cleaning and analysis

• Clean collected data with accompanying documentation (Stata or R).
• Provide research assistance including data analysis following agreed protocols.
• Closely track data anomalies and issues arising from fieldwork in the dataset, providing sensitivity analyses of results when relevant.
• Support in generating data visualisations for outputs including blogs, reports, and presentations.
• Act in an assigned emergency response capacity as required to meet emergency food
• assistance needs.

Standard Minimum Qualification:

Education: Advanced University degree in degree (i.e. Master’s degree or higher) in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree (i.e. Bachelor’s degree) with additional years of related work experience and/or training/courses.

Experience: Three (3) or more years of postgraduate professional experience (after completion of Advanced University degree) in a humanitarian context including experience in in collecting data and managing/overseeing teams of enumerators, research in relevant field, or, five (5) years or more after completion of First University degree. UN experience is preferred.

Language: Fluency in both oral and written communication in English. Arabic is preferred.

Required Skills, Knowledge and Qualifications:

• Proficiency in the use of several statistical tools and methods for statistical and food security analysis including Advanced knowledge of STATA, R, and Excel.
• Experience in large scale surveys
• Experience in Report writing for both qualitative and quantitative studies.
• Ability to work systematically, use initiatives and good judgment and to communicate complex matters both oral and in writing.
• Ability to work with minimum supervision; supervise and train support staff; and to communicate in a team spirit with different people with cultural and ethnic background.

• Strong interpersonal skills, courtesy, tact and ability to effectively deal with people of different nationalities
• Experience abroad highly desirable / high multicultural skills.
• Designing original data collection protocols and survey instruments.
• Experience in Panel survey data collection.

• Experience in Geo-spatial data collection.
