The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide and working in 123 countries and territories. The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes to improve nutrition and the overall quality of life of people vulnerable to food insecurity. Since 1 March 2024, WFP has been implementing the 2024-2028 Country Strategic Plan (CSP) to support the Government of the Philippines in i) addressing food insecurity, ii) reducing malnutrition and iii) strengthening the resilience of vulnerable populations. In the CSP, WFP identified three outcomes and five main activities:

  • Strategic outcome 1: By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
  • Strategic outcome 2: By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
  • Strategic outcome 3: The Government and partners in the Philippines access WFP services that augment their interventions, upon request.

ORGANIZATIONAL CONTEXT

The Programme Associate (Database Management) will directly report to the Head of Research, Assessment and Monitoring (RAM). The incumbent is expected to produce organized and accurate technical work and reports. The incumbent will provide guidance on standard practices to other staff and counterparts in their area of work. These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office. At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

The position holder will work within the RAM Unit with a primary focus on database management for programme implementation data. Programme output monitoring is an essential element of WFP’s monitoring system, ensuring transparency and accountability at all stages of implementation. To enable accurate and consistent reporting on programme outputs and measuring efficiency and success of WFP’s programmes, WFP has developed its own corporate database (COMET) to consolidate all relevant key data on a single platform, linking inputs and budgets with outputs and outcomes. This data plays an essential role in reconciling data on food and cash/voucher distributions, informing programmatic decision making and is used for regular annual reporting to donors and other stakeholders. The Programme Associate (Database Management) will be responsible for ensuring continuous, timely and accurate data entry into the COMET database and related tools by programme staff and produce regular monthly status reports on data entry. He/she will work in close collaboration with Programme and Logistics units to ensure accuracy and transparency and high data quality in all output reporting.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Programme Associate (Database Management) will be responsible for the following duties:

1. Coordinate the review and approval process for planning data in COMET for CSPs.
2. Provide specialized and technical support in relation to data management to ensure various activities and processes are within the established plans and targets following WFP’s policies and procedures.
3. Provide technical support to Country Offices (COs) for timely capturing of data in COMET and liaise with Regional and HQ team in troubleshooting to facilitate efficient design, planning, implementation, monitoring and reporting of country programme portfolios.
4. Provide technical support on development and management of ad hoc database/system as needed.
5. Conduct monthly and annual data reconciliation with Logistics unit to ensure data consistency and accuracy for the Annual Country Report.
6. Check consistency and quality of data extracted/received from the system/field monitors/partners.
7. Monitor the progress, accuracy, and consistency of programme data including planning, partnerships, and implementation data.
8. Liaise with programme, partnerships, reporting, communications units, and avail monitoring data as required for M&E reports, donor reporting, regular reporting/information products, fact sheets, etc.
9. Conduct analysis of output monitoring data and generate analytical reports including data of plans versus actuals with comparative analysis to inform programme performance.
10. Create and manage dashboards in WFP analytics (Tableau) for operational tracking.
11. Provide support for corporate and ad hoc reporting and ensure timely M&E data compilation (including data readiness for Annual Country Report).
12. Prepare and conduct trainings/workshops on database utilization and data entry to build capacity of relevant WFP and partner staff.
13. Supporting emergency operations and overseeing reconciliation reporting.
14. Perform other related duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

Partnership: Build effective and collaborative relations with local authorities, UN agencies and potential/existing partners of WFP in the area of coverage. This section is optional to describe additional responsibilities & knowledge required for the specific job.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. Bachelor’s degree in Information Technology, Public Administration, International Development, Computer Science or any other relevant field is an advantage.
Experience: At least six years of progressively responsible experience, with at least 3 years in M&E and Database or Information/Knowledge Management positions.

• Knowledge:
o Advanced user in the Microsoft Office suite (latest version) with special emphasis on Microsoft Excel; Excellent working knowledge and highly proficient in Microsoft Access Database Relational Database and the ability to produce and design reports.
o Strong competencies in use of analytical tools (Tableau, SPSS, Excel) and logic to gather, analyze data, define information, situations, problems, and draw logical conclusions on the data.
o Excellent written and verbal communications skills.
o Good organizational skills and ability to perform data processing tasks rigorously as required.
o Good research and analytical skills.
o Ability to meet deadlines and work under pressure as part of a team.
o Ability to work independently while asking questions and seeking support in a fast-paced work environment.
Language: Ability to communicate (written and oral) fluently in English. Must be able to communicate in Filipino, and any other Philippine local languages.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

o General knowledge of WFP monitoring and evaluation systems and standards.
o Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).
o Has contributed to implementation of programmes.
o Has general knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background; strong written and oral communication skills, including substantive analysis and report writing skills; Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
