Duration: 45 days over a ten-month period

Description of the Assignment:

SCOPE OF WORK

 

Under the overall guidance of the UNDP Programme Specialist and the Chief Technical Director, Policy Planning and Evaluation Division, MEGJC, in collaboration with the GBF EAS Technical Working Group, the consultant will be expected to undertake the following tasks:

 

1) Define and submit a detailed methodology for undertaking the assessment in collaboration with the Lead Consultant;

 

2) Conduct gap assessment of the existing system to measure of the newly established national targets under the Kunming-Montreal Global Biodiversity Framework. It is expected that in undertaking the assessment the consultant will review of existing data, repositories, institutional monitoring systems and frameworks for tracking the status and trends of biodiversity, and the headline indicators of the global monitoring framework;

 

3) Develop a plan for enhancing monitoring systems to respond to the national targets under the newly established Kunming-Montreal Global Biodiversity Framework. The plan should include:

a. Indicators to measure progress under the newly established national targets – these indicators should be in alignment with the headline indicators under the Kunming-Montreal Global Biodiversity Framework;

b. Key elements of the national monitoring system, including data collection mechanisms, statistical modeling and reporting, mechanism for reporting progress to evaluate progress towards the targets of the GBF and to support adaptive updates to national biodiversity strategies and action plans;

c. An initial costing of monitoring systems, and sequencing of investment support to fill the monitoring gaps – this plan must be relevant to the Jamaican context.

 

4) Conduct validation workshop related to the draft monitoring system action plan and oversee all necessary revisions that arise during the workshop.
