Organizational Setting and Reporting Relationship

The position of Risk Management Officer is assigned to the Operational Risk and Risk Governance Unit (RMOD-OGU) within the Office of Risk Management (ORM). You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff.

Your Role

As a Risk Management Officer, you will provide support in (i) monitoring and assessing operational risks within ADB and will partner with business units on a variety of operational risk-related projects; (ii) implementing and maintaining an integrated operational risk management framework in coordination with relevant departments across organizational lines; and (iii) operating the framework within the various departments to consistently and comprehensively identify, measure, monitor, mitigate, and report operational risk.

You will partner, support, and liaise closely with the Operational Risk Management team, departments/offices within the Regional Complex and Solutions Complex, and other key departments/offices involved in the implementation of all key operational risk components/ programs, applicable for sovereign operations.

You Will

a. Operational Risk Management Framework Implementation
• Contribute to the implementation and deployment of the operational risk management framework, including the conduct of operational risk assessments and special risk reviews/ assessments, key risk indicator processes, loss incident collection, and scenario analysis.
• Develop a good working relationship with assigned departments and offices to identify internal and external operational risk events, determine operational risk issues and root causes, and provide guidance in updating their periodic risk assessments and key risk indicators.
• Monitor and contribute to mitigating activities to ensure appropriate actions are taken.

b. Operational Risk Reporting
• Independently collect and validate operational risk data for further analysis and usage.
• Contribute to the preparation of quarterly risk reports, ensuring accurate, comprehensive, and timely provision of risk-related data and narratives.

c. Special Risk Reviews and Assessments
• Support special process and control reviews and “deep dive” reviews of sovereign operations products, business processes, risk areas, and compliance to ADB policies and procedures.
• Independently collect, drill down, and analyze ADB sovereign operations information to support operational risk assessments, reviews, and reporting.

d. Participation in Interdepartmental Initiatives
• Coordinate with business units on risk champions engagement and new initiatives to mitigate operational risks in relevant business areas.
• Provide support to relevant interdepartmental committees, working groups or governance bodies, as needed.
• Provide inputs to relevant ADB policies, projects and/or reports that are subject to operational risk review.

e. Policy, Methodology and Systems
• Support in developing, implementing, and maintaining policies, guidelines, and practices on operational risk management.
• Update and maintain operational risk management systems, models, and tools.

f. Knowledge Sharing
• Maintain knowledge of emerging best practices, new Basel Committee standard and other international standards on operational risk management.
• Provide support in facilitating risk training to promote a risk culture in ADB, including the dissemination of knowledge products, development, and maintenance of eLearning modules.

g. Others:
• Perform other tasks as assigned and reflected in the incumbent’s workplan.

Qualifications

You will need

● University degree in finance, business administration, economics, engineering, or related fields; preferably with advanced training.
● At least 8 years of relevant professional experience in one or more of the following: sovereign operations project processing, project implementation/ administration, and portfolio management.
● Sound understanding of sovereign operations procedures and practices related to project processing, project administration, and policy compliance.
● Understanding of risk management principles, governance, methodologies, and tools used in a financial services environment or in multilateral financial institutions, including operational risk assessments, key risk indicators, and reporting.
● Strong analytical skills to produce assessments, conclusions and reports using a wide range of sourced information.
● User-level proficiency using Microsoft Office tools, and the ability to work diligently with data to ensure data quality remains at an appropriate level.
● Practical experience in managing stakeholders to effect change, including strong influencing skills, capability to liaise with business units and internal audit team and can coordinate to ensure risk management is in accordance with approved policies and procedures.
● Demonstrated project management expertise and experience in working in large banking or development projects.
● Excellent oral and written communication skills in English
