1. Role and responsibilities:

The purpose of the Shelter Coordinator (NFI/CVA/in-kind) position is to lead and oversee the day-to-day implementation of the Shelter-NFI response.

1. Adhere to NRC policies, tools, handbooks, and guidelines.
2. Assist and support implementation of the portfolio according to established plans of action.
3. Implement, independently, procedures and activities within the department as delegated.
4. Develop and maintain knowledge and skills required for the assigned NFI response to be most effective in assisting the project implementation and the team.
5. Use initiative in day-to-day problem solving in line with agreed procedures, priorities, and standards for the NFI response.
6. Ensure proper collection and filing of documents.
7. Promote and share ideas for improvement in NFI response.

Specific responsibilities:

• Coordinate with the other NRC departments e.g., finance, logistics, M&E, risk, and compliance.
• Provide any kind of assistance to the Cash for Winter Needs Program and any other Non-Food Items (NFI) projects, based on needs identified and assignments delegated.
• As needed, conduct field visits, and check in on partner’s activities.
• Monitoring of the registration of potential project participants according to the eligibility criteria who will receive financial/cash assistance from the NRC.
• Processing the database in Kobo with the project participants who have registered, double-check the required documents according to the criteria.
• Monitor the final list of project participants chosen according to the criteria to receive financial assistance from the NRC.
• Monitor the additional assessments and data collection as needed.
• Provide specific technical support and capacity building (mainly in communication and project participant relation management) for other project staff.
• Draft scripts of possible answers to project participants’ queries to share with other team members.
• Assess, promote, and document ideas for technical improvement and further program development options.
• Conduct quality control on project participants’ follow-up and provide technical support to them and stakeholders involved.
• Any other specific responsibility that may arise.

2. Competencies
1. Professional competencies:

• University degree (preferably social sciences, e.g. political science, international relations, law, etc.).
• Minimum 2 years of experience from working within similar expertise area preferably in a humanitarian/recovery context and CVA (Cash and Voucher) programming.
• Excellent capacity to plan, prioritize and multitask.
• Excellent team-working and communication skills.
• Proactive and adaptable and have the ability to cope with stressful situations.
• Fluency in Romanian, English and Russian, both written and verbal. Ukrainian is a plus.
• Experience with Microsoft Office, especially Word, Excel, and Outlook.
• Competent in building networks, strong problem-solving skills, and ability to influence with effective listening, persuasion, negotiation, and other techniques.
