About this position

We are looking for a proactive, innovative, and efficient public sector management consultant. As a consultant, you will support the work of the public sector management cluster.
You will work in the Innovation for Citizen Services Division (ICS), part of the IDB’s Institutions for Development Sector (IFD). This team aims to improve government service delivery and is structured in four clusters: (i) Public Management; (ii) Digital Government; (iii) Transparency; and (iv) Citizen Security. This consultancy will support the work of the Public Management cluster, which leads the agenda for strengthening public institutions and cross-cutting government functions such as strategic planning, civil service management, evaluation of the results of public policies, programs and projects in the region, among others, to improve the management of public resources.

What you’ll do:

  • Support the technical work of the Public Sector Management Cluster. This includes providing research support for knowledge products and topics of interest to the cluster, data analysis and comparative analysis of public management issues.
  • Ensure the creation and updating of key information repositories and databases for the Cluster (e.g. literature reviews, country briefs, public sector database, fiscal database, newsletters on new publications).
  • Supporting the preparation of concept notes for cluster knowledge projects (preparing an action plan for quantitative and/or qualitative studies, impact assessments and surveys).
  • Support in the preparation of presentation and dissemination materials of the Public Sector Management Cluster activities within and outside the Bank.
  • Support the preparation of cluster inputs for the preparation of Country Development Challenge Papers (CDCs), Country Strategies and other corporate documents.
  • Support Bank specialists in the design of Bank operations by providing technical inputs and data to strengthen analysis.
  • Support Bank specialists in the preparation of documents, monitoring and reporting on technical cooperation, cluster contracts, etc.
  • Support the Public Sector Management Cluster team.

What you’ll need:

  • Education: Bachelor’s degree (or equivalent advanced degree) in Public Administration, Economics, International Development or other fields relevant to the responsibilities of the role.
  • Experience: At least 2 years of progressive experience in public sector management in governments, international organizations, consulting firms or similar, combining project work with an understanding of public sector management in the region. Experience in research, analytical work with databases and use of STATA and other similar tools is highly desirable.
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Requirements:

  • Citizenship: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration:

  • Type of contract: International Consultant Full-Time.
  • Length of contract: 18 months with possibility of extension for a total of 36 months.
  • Work Location: On site.
