Organizational Setting

The position is located in FAO Islamabad Office, Pakistan. The main aim of the FAO country office, which is headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner. In this context, the objective of this position is to contribute to the development and implementation of surveys conducted by FAO Pakistan and assist the Office in the communication of statistical output to various stakeholders.

The position is envisaged at SB3-SC 6 level

 

Reporting Lines

Under the overall supervision of the FAO Representative in Pakistan, and direct supervision of the Assistant FAO Representative Programme and International Monitoring and Evaluation Officer, the incumbent will undertake the following duties:

Tasks and responsibilities

•    Contribute to designing, organizing, planning and managing the collection, evaluation, analysis, compilation and dissemination of statistical data on food security and monitoring and evaluation (M&E) studies, in line with FAO Statistical Standards and relevant policies and procedures governing FAO data.
•    Draw the sample for food security assessments, M&E studies and impact evaluations, as well as for the Integrated Phase Classification (IPC) studies.
•    Take lead role in training and technical support on data collection programmes, country practices and other related information.
•    Contribute to the designing of questionnaires and other tools for collecting food security and M&E related indicators from different surveys and assessments.
•    Communicate the assessments and studies’ findings and reports to various actors and stakeholders.
•    Undertake field visits to collect data from primary and secondary sources whenever and wherever required and also to monitor and ensure efficient and required results are obtained from all assessments/surveys.
•    Guide, train and supervise consultants and professional staff in the function.
•    Take lead role in the organization and facilitation of study findings validation and learning workshops.
•    Contribute to drafting and finalization of study reports.
•    Perform other duties as assigned.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    Advanced university degree in statistics, economics, econometrics or agricultural economics;
•    Minimum of 5 years of proven knowledge and experience in the collection, compilation, analysis, and dissemination of statistical data
•    Working knowledge of English
•    National of Pakistan

Technical/Functional Skills

•    Strong analytical skills and knowledge of agriculture, food security and livelihoods in the context of Pakistan.
•    Experience in survey design, sampling, data collection, data analysis, and interpretation for assessment processes in agriculture and food security.
•    Expertise in remote data collection including phone or web-based surveys would be a plus.
•    Working knowledge of advanced statistics with ability to use statistical software packages (in particular SPSS and/or STATA).
•    Proven experience in using and programming questionnaires in digital data collection tools (Kobo toolbox, ODK).
•    Proven data visualization and reporting skills.
•    Excellent communication skills, both verbal and written.
•    Coordination skills with strong individual planning capacity.
•    Capability for planning, organizing and administering and able to work independently and efficiently
•    Ability to contribute to data management, quality assurance, analysis, reporting under tight deadlines
•    The candidate is expected to have the ability to work harmoniously with people of different national and cultural backgrounds and should have strong communication skills and strong spirit of teamwork.
•    Ability to work under pressure and with minimum guidance.
