Duties and Responsibilities
1. Background: Recent endorsements and approvals by the Timor-Leste Government and its National Parliament signal significant strides towards restructuring the administrative division of Ataúro. The envisioned dissolution of the existing municipality and establishment of a first-tier administrative division signify a progressive shift towards empowering local communities and fostering sustainable development on the island. The primary objective of this strategic transformation is to establish Ataúro as a model for sustainable development within Timor-Leste’s blue economy framework. To achieve this, the Government has initiated the Atauro Special Development Fund (FEDA) to finance infrastructure development and essential services within the territory. Furthermore, administrative functions of the Atauro Administration Authority will be supported through the general government budget under the Ministry of State Administration’s direction. To ensure efficient resource utilization and alignment of plans with international development strategies, the Ministry of State Administration of the Government of Timor-Leste, in collaboration with the United Nations, seeks to develop a comprehensive Strategic Development Plan for Atauro Administrative Authority. Discussions have been initiated with key UN agencies to develop a comprehensive strategic development framework for Ataúro, incorporating green and blue economy strategies as crucial components. This initiative encompasses a range of initiatives focusing on environmental conservation, economic diversification, and community empowerment. With political approval secured, detailed discussions are ongoing to finalize the proposed outline and approach, ensuring a cohesive and impactful development trajectory for Ataúro. The primary objective of this consultancy is to develop a robust business case, which includes financial modeling and an investment plan for the development of the Atauro Strategic Development Plan. This involves demonstrating the return on investment from the current government funding allocation for Atauro’s development. Additionally, the consultant will assess the socio-economic landscape of Atauro, identify key development opportunities and challenges, and outline potential financial returns and benefits to further mobilize funding from the Joint Sustainable Development Fund (JSDGF). 2. Duties and Responsibilities and Expected outputs: Review of Existing Documentation and Consultation • Conduct a comprehensive review of existing documents, including the Government Strategic Development Plan 2011-2030, the 9th Constitutional Government five years program, Government priority program for 2024 and its budget allocations specifically budget allocation to Atauro from different entities responsible for Atauro such as FEDA, Atauro Administration Authority, and Ministry of State Administration Budget for the Municipality integrated Development Plan (PDIM), development partners’ support, UN agencies interventions and other relevant sectoral policies, regulations, and frameworks. • Review relevant documentation and existing reports on socio-economic conditions, infrastructure, and potential investment opportunities. If possible, assess the socio-economic landscape of Atauro, including demographic data, economic indicators, and development challenges and opportunities. • Conduct consultations with key stakeholders including government officials, UN agencies, local communities, and potential investors to gather insights on priorities, challenges, and opportunities for development in Ataúro. Financial Analysis • Conduct a financial analysis and develop a financial model to quantify the return on investment from the current government investment in Atauro, considering both tangible and intangible benefits of the current government allocations to Atauro, including the Atauro Special Development Fund, Atauro Administration Authority, and Ministry of State Administration Budget for the Municipality integrated Development Plan (PDIM), and assess the return on investment in terms of socio-economic impact, job creation, and environmental sustainability. Development of Business Case: Develop a indicative business case for the Atauro development plan, outlining the strategic rationale, investment opportunities, expected outcomes, financial projections, and potential sources of funding from the Joint SDG Fund. Presentation: Prepare a presentation summarizing the key findings and recommendations of the business case to relevant stakeholders, including government agencies, UN agencies, and potential funders from the Joint SDG Fund to solicit feedback and endorsement.
Qualifications/special skills
Advanced degree in economics, sustainable development, finance, business administration, or a related field with a focus on sustainable investment and strategic financing. Minimum 7 years extensive experience in conducting financial analysis, investment appraisal, business case development, and strategic financing within the context of development cooperation, preferably with a focus on sustainable green investment. Skills: High computer literacy, with proficiency in software applications relevant to project management and strategic planning.
Languages
Proficiency in English. Working knowledge of Tetum and/or Portuguese are desirable.
