Organizational Setting and Reporting Relationship


The position of Safeguards Officer (Environment) is assigned to the Bangladesh Resident Mission (BRM) within the South Asia Department. You will be based at BRM in Dhaka, Bangladesh.

You will report to the Country Director, BRM and will have a matrix reporting to designated international staff (IS) and designated senior national staff (NS), OSFG.

While the position of Safeguards Officer (Environment) resides with the Regional Operations Services 2 (OSR2) within the Office of Safeguards (OSFG), you will be strategically assigned to Bangladesh Resident Mission (BRM) within the South Asia Department based at our Resident Mission Office in Dhaka, Bangladesh.

Your Role

As a Safeguards Officer (Environment) you will help ensure compliance of projects with ADB’s safeguards policies on the environment. The position will also assist on policy compliance monitoring and reporting, and identifying/preparing knowledge products, services and partnerships in the area of environmental safeguards.

You will:

  • Review country programming documents from a Safeguard Policy Statement (SPS) perspective; and contribute to the review of project safeguards documentation with reference to environment.
  • Monitor the status of safeguards documentation and compliance during project processing and implementation; suggest special actions, alternative interventions, and mitigating measures as required; monitor the status of grievances and of compliance reviews, if any; and provide administrative support related to safeguards compliance documentation.
  • Help project teams in identifying and addressing safeguards issues and participates in missions as requested by the supervisor.
  • Coordinate in compiling relevant project data, visiting the project sites, discussing with the executing agencies, consultants and affected groups, and providing analytical inputs in the preparation of the mission aide-memoire (AM), memorandum of understanding (MOU), and back-to-office report (BTOR).
  • Ensure environmental safeguard quality, consistency, and coordination of other safeguard-related activities, in cooperation with other sector divisions (SD) and resident missions (RM) based environmental safeguards specialists.
  • Assist project teams in identifying project issues and domestic requirements with regard to environment safeguards.
  • Coordinate and cooperate with staff of other RMs for consistency of approach, exchange of experiences, and continuous improvement of environment management planning and implementation practices for ADB investment projects.
  • Contribute to the design of briefings and reference materials on safeguard policy and guidelines.
  • Assist in the development of knowledge products, services and partnerships to raise awareness and understanding of environmental and natural resource economics issues.
  • Conduct training needs analysis for executing and implementing agencies and their partners, prepares and delivers training program, performs training impacts and refines training program related to environment safeguards.
  • Support internal and external safeguard communication and networking activities; assist in organizing conferences and workshops; maintain a repository of reference materials.
  • Perform other duties as may be assigned and reflected in the incumbent’s workplan.

Qualifications

You will need:

  • Bachelor’s degree in environmental science or engineering, preferably with Master’s degree or with advanced training.
  • At least 8 years work experience in environment safeguards in the context of development projects, research, or NGO initiatives.
  • Knowledge of project implementation.
  • Working knowledge of ADB’s Safeguard Policy Statement (SPS) and awareness of similar policies of other multilateral development banks and of ADB’s developing member countries.
  • Knowledge and understanding of environmental dimensions in development projects and programs, particularly for ADB’s project cycle.
  • Working knowledge and understanding of climate change risks, and government policies and initiatives related to climate mitigation and adaptation in Bangladesh.
  • Proficient in the development, maintenance, and administration of information management systems.
  • Basic knowledge of computer applications and systems.
  • Well-versed in Microsoft Word and PowerPoint applications and excellent knowledge of Microsoft Excel.
  • Good interpersonal skills and ability to work with individuals from different cultural/national backgrounds.
  • Ability to collaborate with project teams.
  • Strong oral and written communications skills in English.

Additional Information

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. This appointment is open to internal and external applicants.
