The Consultant will be responsible for coordinating and supporting the development of an 8,500 word report and accompanying materials on system-wide implementation of the United Nations Disability Inclusion Strategy, including: 1. Reviewing information received from all entity and UNCTs through their individual reports 2. Analyzing data from the individual reports and identifying broad system-wide trends and patterns across the UNDIS accountability framework. 3. Drafting of the system-wide UNDIS report 4. Producing summary and internal and external communication materials to present the overall findings of the report to multiple stakeholders

Duties and Responsibilities
The Consultant will be responsible for coordinating and supporting the development of an 8,500 word report and accompanying materials on system-wide implementation of the United Nations Disability Inclusion Strategy (UNDIS), including: 1. Reviewing information received from all entity and UNCTs through their individual reports 2. Analyzing data from the individual reports and identifying broad system-wide trends and patterns across the UNDIS accountability framework. 3. Drafting of the system-wide UNDIS report 4. Producing summary and internal and external communication materials to present the overall findings of the report to multiple stakeholders Main Tasks: The specific tasks are as follows: 1. Review data received from UNDIS reports: • Review all data received from entities and UNCTs through their reporting • Support the EOSG Disability Inclusion Team to coordinate with entities and the Development Coordination Office (DCO) to receive further details as well as supporting documentation or examples if required 2. Analyse data and identify broad system-wide trends and patterns: • In consultation with the EOSG Disability Inclusion Team, produce an overall outline for the report which highlights the broad trends and patterns across entity and UNCT reports • Identify from the entity and UNCT reports, examples, barriers and good practices on disability inclusion for consideration in the SG report and their engagement with the UN system’s work 3. Develop the 8,500 word report on system-wide implementation of UNDIS 4. Produce summary materials to present the findings of the report in internal and external communications: • In consultation with the EOSG Disability Inclusion Team, produce materials (e.g. PowerPoint, one-page summary, information for infographics) which highlight key findings of the report, for communications with a variety of audiences – UN staff, Member States and donors, and civil society, including organizations of persons with disabilities
Qualifications/special skills
Advanced university degree from an accredited educational institution in public administration, human rights, programme management, law, economics or related discipline is required. A first-level university degree on these specializations or related fields, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree. A minimum of seven progressive years of experience working on disability inclusion, preferably with the UN is required. Experience in developing reports, particularly for the UN system, and reporting on results is required. Knowledge of the Convention on the Rights of Persons with Disabilities (CRPD) and human rights-based approach to disability is required. Experience in analyzing data and identifying trends, particularly in relation to disability inclusion is required. Experience producing communications material is required. Experience working with the UN system, and familiarity with its structure is desirable. Knowledge of Microsoft Excel and Microsoft Word is desirable.
Languages
Fluency in English (both oral and written) is required.
