Purpose of Activity/Assignment: 

  • To support Myanmar’s Mental Health and Psychosocial Support (MHPSS) and Child Protection communication campaign to engage and empower young people, particularly in the current crisis context.
  • To ensure we reach highest possible number of children, caregivers, particularly youth online communities with user-friendly content and engage with them through different media channels
  • To strengthen the existing Facebook page Shii Nay Mal – social media page targeted for children, adolescents, youth and caregivers with practical key messages on MHPSS (and IGOT capacity of digital and social media efforts and impact.

Scope of Work:

Globally, UNICEF is one of the UN agencies, which has significant numbers of fans and followers across all social media channels. UNICEF effectively uses its channels to advocate on important issues pertaining to children’s rights around the world. Within the scope of its mandate, UNICEF Myanmar is looking for additional external capacity to provide digital communication services and social media support to strengthen engagement of children, adolescents, caregivers and particularly young people.  Given the complex and challenging context of the country to disseminate messages related to children, in printed materials as traditionally been used, there has been an increased use of social media to deliver key messages.

While the physical space to engage young people becomes limited and challenging due to safety and security concerns, the role of online engagement becomes more crucial. We need to amplify the voices of youth gathered through communication campaign by creating stories and social media content. It is important to keep engaging young people not only to provide them space to participate in issues that matter to them but also to empower them to become positive change agents in their communities.

In such a context, UNICEF Child Protection team is seeking to establish a consultancy contract with an individual who has skills focused on digital and social media services that can support UNICEF Child Protection team in digital communication performance, particularly for young people in the current crisis context. Under the oversight of the MHPSS team, the consultant will perform key responsibilities including:

  1. Social Media Content Planning – Lead creative planning and strategy to develop ideas for content pieces to be utilized across social media channels.
  2. Develop compelling social media content focused on the situation of children, adolescents, caregivers and young people in Myanmar.
  3. Digital Platforms Management and Moderation – monitoring and responding to comments, questions, and content on social media sites in a timely manner, as well as escalating where appropriate.
  4. Deployment of audio talks on key MHPSS/CP topics – Support in the development of Podcast strategy and provide scripts for the topics agreed.
  5. Monitoring and Evaluation of content – social media listening and insights monthly report FGD with youth, advocacy and awareness with UNICEF IP

Duration of the Contract:

7 months until end of December 2024. Delivery-based. Consultant manages his/her own time. 

Description of Assignment:

Task 1: Social Media Content Planning 

  • Plan and develop a creative content to be utilized across social media channels on monthly basis- for children, adolescents, youth and caregivers, based on the information and knowledge required from the targeted audiences.
  • Finalize the monthly media content plan in consultation with UNICEF MHPSS/ CP team.
  • Advise in adjusting the content strategy depending on the change in the social media landscape. 

Deliverable 1: 

  • Monthly medial content plans
  • Content plans for special campaigns such as World Children Day, World Mental Health Day etc. 

Timeline: By end of May 2024 

Task 2: Social media focused content creation

  • Prepare a guidance document with timeframe of each post  and media buying plan on social media platforms and Content Management System (CMS)
  • Produce high-quality production (update the content as required), –  formatting text, placing video, optimizing images and other media; work inline with UNICEF’s style guide and maintaining brand standards
  • Conceptualize the local context, develop the storylines and post on social media channels by means of  short animations, audios, and videos to share through digital platforms x 10 per month on MHPSS/CP topics
  • Lead and support youth volunteers in content creation by editing the copy, stories, in the preparation of interactive multimedia presentations etc
  • Prepare creative designs, art works for the  development of contents for social media materials.
  • Advise appropriate and effective scheduling of uploading social media materials
  • Support in planning and implementation of social media campaigns on topics as guided
  • Contribute in developing paid marketing plan across all social media channels as needed and monitor the effectiveness of the ads and prepare reports accordingly

Deliverable 2: 

  • Developed timeframe/ schedule of the posts and media buying plan
  • Develop 10 x monthly storylines/scripts for posts 

Timeline: By end of December 2024 

Task 3: Community Management

  • Assist in content briefings and information sessions with implementing partners with the support of CP team.
  • Monitor daily and in a timely manner of all comments and messages received on social media platforms and Content Management System (CMS)
  • Respond effectively to the comments and messages received
  • Flag any reputation risk identified among the messages received on timeline or private messages that needs to be addressed. This includes any  criticisms or potential need for referral support for persons needing specialized services.
  • Prepare  engaging and insightful responses that strengthen the brand positioning, advocate for the rights of the child and young people, helps provide audience with information, and helps build trust
  • Assist with creating effective strategies to deal with online criticism and minimize the reputational damage/risk when needed
  • Provide weekly, monthly and quarterly, insights/reports on the comments, messages, issues and effectiveness of moderation

Deliverable 3:

  • Customed made responses prepared for ready to use
  • Monthly monitoring insights 

Timeline: By end of December 2024 

Task 4:  Audio talks on key MHPSS/CP topics

  • Contribute in the development of a audio talk strategy and plan for adolescents and youth in particular
  • Prepare scripts for audio talks – by looking at the poll results (of U-Report) and suggested topics
  • Create content to promote audio talks 

Deliverable 4:

  • Audio talks strategy developed
  • 6 scripts for audio talks produced 

Timeline: By the end of August 2024

Task 5:  Monitoring and Evaluation

  • Provide monthly feedback on the level of engagement- insights monthly report with feedbacks and social listening.
  • Develop a detailed analysis report about the social media campaign, with focus on the   impact of campaign in terms of reach, clicks and engagement rates
  • Report on the effectiveness of the initiative/approach of contents published on the social media platforms
  • Monthly survey provided on communications campaign addressing the needs and reported feedback of participants.

Deliverable 5: 

  • Monthly social media engagement insight report
  • Detailed analysis report after every social media campaign
  • Monthly survey outcome report of feedback

By the end of December 2024

To qualify as an advocate for every child you will have…

  • Bachelors Degree minimum, degree in communication, journalism, social science, social media or other fields related to the work of UNICEF.
  • Knowledge/Expertise/Skills required:
  • At least 2 years of experiences in  professional experience in developing a wide array of online content (story, blogs, photo, video etc), social media management and planning, asset development, campaign building, and online campaigns
  • Media buying expertise and customized planning approach
  • Experience with NGOs (UN agency is a plus) to ensure an understanding of the target audience and the public sector dynamics
  • Knowledge about social media insights, CMS management and experience in doing the content analysis
  • Understanding about youth online communities, engagement and online trends among youth
  • Ability to work independently and within a set timeframe.

Technical competencies:

  • Demonstrated professional competence and knowledge of the areas of work
  • Knowledge of web content standards (Search engine optimisation, accessibility, inclusivity) and best practices in producing and publishing web content.
