The digital space is the space in which UNICEF reaches people with critical messages, in which people engage and interact with UNICEF, in which most public advocacy initiatives happen. With the growing internet penetration in Tajikistan, the role of digital platforms, especially social media is becoming critical in UNICEF’s engagement with its key stakeholders, including children and youth.

How can you make a difference?

National consultant on Digital Communications and Multimedia Productio will support UNICEF Communications, Advocacy and Partnerships team to help implement the work plan and digital communications strategy of the TCO (June- December 2024).
The specific objectives of this consultancy:
• Support in the implementation of the TCO Digital Communication Strategy.
• Provide technical support in website and social media management for UNICEF Tajikistan- owned platforms.
• Oversee the multimedia production of UNICEF TCO, including localization of global content.
Work Assignment/Tasks/Milestone/Deliverables/Outputs: Anticipated Timeline/Payment schedule:

Deliverable 1: Attend weekly Communcation section Monday planning meetings; Weekly meetings in person in the UNICEF office are attended; Monday each week for the duration of the assignment

Deliverable 2: Support to implementation of the CAP working plan and digital communications strategy of the TCO:
-Water Conference youth side event/World Youth Skills Day
-Breastfeeding months
-World Children’s Day
-Social media management

Coverage of the event in live format for Facebook, Instagram, X and Linkedin channels of UNICEF Tajikistan (at least 3 posts/content pieces on each platform, total 12):

1. June 2024 (2 days)
2. July 2024 (8 days)
3. August 2024 (5 days)
4. November 2024 (10 days), 50% to be paid at end of Aug. 2024

• 1 set of social media cards with the key messages (min 5 cards).
• 2 edutainment videos co-created with youth for IG in Reels format.
• 1 live stream with an influencer/celebrity.
• 1 set of social media cards with the key messages (min 5 cards).
• 2 edutainment videos co-created with youth for IG in Reels format.
• 1 live stream with an influencer/celebrity.

Website maintenance:
• 1 set of social media cards.
• 5 edutainment videos cocreated with youth in Reels format.
• 1 video-message with National Ambassador of UNICEF.

Regular monitoring and publishing services for Instagram, Facebook, Linkedin, X, Youtube and TikTok channels of UNICEF in Tajikistan (at least one post a week on each), June- December 2024 (10 w/ds):
• At least 6 articles
• and at least 3 press-releases published on UNICEF in Tajikistan website in 3 languages.

Deliverable 3: USAID pre-primary activity’s visibility and content production
• 24 posts (1 post per week) accompanied with high quality photos/data cards etc.
• 3 videos from the field in Reels the field in Reels format; the field in Reels format; June-Dec.2024 (15 d/wd), 30% to be paid in Dec.2024

Deliverable 4: Organization of the Digital Camp on Mental Health
• One-day event with agenda and programme organized for at least 14 young people.
• At least 15 videos are co-created on the topic and published on TikTok, October 2024 (10 days) 20% to be paid in Oct.2024

Travel involved: 3 trips to Sughd, Rasht and Khatlon

To qualify as an advocate for every child you will have…

  • BA in Journalism, Management, Social Sciences and/or relevant fields and/or specialized certificate/education in Communications,
    Digital Communications etc.
  • At least 3 to 5 years of progressive experience in social media management
  • At least 3 to 5 years of progressive experience in multimedia content production, specifically youth-oriented.
  • Excellent knowledge of Tajik, Russian and English languages
  • Previous working experience with UN is an advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
